Chapter I General Provisions Article 1 In order to regulate and guide citizens' behavior, cultivate and practice socialist core values, strengthen the construction of social morality, professional ethics, family virtues and personal morality, advocate civilized behavior, stop uncivilized behavior, promote the construction of social integrity culture, and enhance the level of social civilization, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality. Article 3 To promote civilized behavior, we should adhere to the principles of combining education guidance with practice cultivation, combining active advocacy with effective governance, and combining rule of law with rule of virtue, and use new technologies and methods such as digitalization to build a governance pattern of * * * construction * * governance * * led by the Party committee, promoted by the government, coordinated by the society and participated by the whole people. City and district, county (city) spiritual civilization construction work guidance institutions specifically responsible for the promotion of civilized behavior in this region, perform the following duties:

(a) to formulate plans and plans related to the propaganda of civilized behavior;

(three) to supervise and inspect the implementation of civilized behavior propaganda;

The relevant departments of the municipal, district and county (city) people's governments shall clearly define their responsibilities, actively cooperate with them, and do a good job in promoting civilized behavior within their respective responsibilities. Fifth state organs, institutions, enterprises, social organizations and other organizations should actively participate in the propaganda of civilized behavior in light of their own reality.

State functionaries, educators, deputies to the National People's Congress, CPPCC members and advanced model figures should play an exemplary role in advocating civilized behavior.

Citizens should actively participate in the propaganda of civilized behavior. Article 6 This Municipality shall establish a civilized practice system in the new period, strengthen the capacity building of guidance, service, innovation and guarantee of civilized practice activities in the new period, and spread the new concept and fashion of being upward and good. Chapter II Basic Norms of Civilized Behavior Article 7 Citizens should be patriotic and law-abiding, courteous and honest, united and friendly, hardworking and self-reliant, and dedicated. Article 8 Citizens shall consciously abide by public order, cherish public facilities and maintain public health:

(1) Not talking loudly in public places such as libraries, memorial halls, museums, theaters, and public transport, or using electronic devices such as telephones to obstruct others;

(two) civilized language, not to insult or provoke others by words or actions;

(3) When you need to wait, queue up in turn and be polite and orderly;

(4) When using the elevator, go in first and then out; when using the stairs, go up and down by its right side; when using the escalator, do not go backwards or stay at the entrance and exit;

(five) to carry out outdoor singing, square dance and other entertainment and fitness activities, we should abide by the relevant provisions and make rational use of venues, facilities and audio equipment;

(six) when watching sports events, performances, exhibitions and other public sports activities, respect athletes, coaches, referees, cast members and other audiences, obey the on-site management, and consciously clean up and take away the garbage when leaving;

(7) Dress appropriately in public places;

(eight) do not drink and make trouble, do not gather people to gamble;

(nine) in the event of an emergency, obey the on-site command and cooperate with the emergency response;

(ten) do not urinate, spit, throw peels, scraps of paper, cigarette butts, beverage cans, chewing gum, masks and other wastes;

(eleven) consciously abide by the provisions of this Municipality on the control of smoking in public places;

(twelve) to cultivate good personal hygiene habits, to encourage the sharing of meals and the use of public chopsticks and spoons, and to do personal protection as required when infectious diseases break out;

(thirteen) to give up the bad habit of eating wild animals;

(fourteen) keeping pets shall abide by the relevant provisions and take necessary safety and health measures, and shall not interfere with the normal life of others;

(15) Civilized sacrifice sweeps away feudal superstitions. Article 9 Citizens shall abide by the laws and regulations on road traffic safety management.

When driving a motor vehicle, don't make phone calls by hand, don't change lanes, overtake, use high beams, occupy emergency lanes in violation of regulations, and don't honk in areas or road sections where honking is prohibited. When crossing the crosswalk, slow down and make way for pedestrians. Passing through the stagnant water section at low speed. Take the initiative to avoid special vehicles such as police cars, fire engines, ambulances and engineering rescue vehicles that are performing tasks.
