The term "enterprise credit information" as mentioned in these Measures refers to the relevant data and materials that can reflect the credit status of enterprises, mainly including basic information of enterprises, management information, financial information, social evaluation information, supervision information of administrative organs, court decisions and execution information, etc.
The term "enterprise credit supervision and management" as mentioned in these Measures refers to the supervision and management activities such as government-led, social participation in collection, * * sharing, publicity and application of enterprise credit information, evaluation of enterprise credit status, encouragement of trustworthy enterprises, and punishment of untrustworthy enterprises. Article 3 Enterprise credit supervision and management activities shall follow the principles of legality, objectivity, openness and fairness. Article 4 The people's governments at or above the county level shall strengthen their leadership in the construction of social credit system, incorporate the funds for the construction of credit system into the fiscal budget at the corresponding level, make overall plans to promote the publicity, enjoyment and application of credit information, and improve and implement the cooperative supervision and joint reward and punishment system of credit. Fifth people's governments at or above the county level shall be responsible for guiding and coordinating the credit supervision and management activities of enterprises within their respective administrative areas.
The relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in the supervision and management of enterprise credit.
Administrative organs that implement vertical management and organizations that exercise the functions of managing public affairs shall do a good job in enterprise credit supervision and management in accordance with their duties. Article 6 Citizens, legal persons or other organizations shall participate in the supervision and management of enterprise credit, and assist relevant departments to carry out activities such as the disclosure and enjoyment of enterprise credit information, reporting and complaining of dishonesty, etc. Article 7 Trade associations, chambers of commerce and other trade autonomous organizations shall, according to their own characteristics, formulate articles of integrity and self-discipline, establish credit files of member enterprises, build a credit reward and punishment mechanism linked by the government, market and society, and promote the construction of trade integrity. Article 8 An enterprise shall establish an internal credit management system, strengthen the spirit of contract, operate in good faith according to law, take credit education as an important part of employee training, and actively fulfill its social responsibilities. Ninth Shaanxi public credit information platform is a unified credit information sharing platform in the province.
The competent department of social credit system construction of the provincial people's government shall guide and supervise the construction and operation of the public credit information platform.
The departments responsible for credit information work of the people's governments at or above the county level shall do a good job in the collection, sharing and application of enterprise credit information within their respective administrative areas. Tenth local departments have built, under construction, the proposed related information system should be interconnected with the provincial public credit information platform, to achieve enterprise credit information * * * * *.
The administrative organs at all levels in the province and the organizations exercising the functions of managing public affairs shall provide the enterprise credit information generated in the course of performing their duties to the provincial public credit information platform comprehensively and completely within the prescribed time limit, and update it in time. Eleventh to encourage credit institutions to establish enterprise credit information system, collect credit information of enterprises in market transactions and social activities according to law, and realize the exchange with the provincial public credit information platform.
Other enterprises, institutions, social organizations, etc. Provide enterprise credit information to the provincial public credit information platform in an agreed way. Twelfth people's governments at or above the county level and their departments, in the administrative management and public service work, should take the initiative to query the enterprise credit information through the provincial public credit information platform.
Citizens, legal persons or other organizations can inquire about enterprise credit information through the credit Shaanxi website or the national enterprise credit information publicity system (Shaanxi). Thirteenth administrative organs at all levels and organizations exercising the function of managing public affairs shall, in the process of market supervision and public service, formulate enterprise credit standards according to the actual situation in this field, scientifically evaluate the credit status of enterprises in this field, and implement classified supervision:
(1) For enterprises with excellent credit that meet certain conditions in this field, the inspection frequency can be optimized in daily inspection, special inspection and random inspection;
(two) enterprises with bad credit records or failing to fulfill their credit commitments should be strictly supervised as the focus of supervision and spot checks, law enforcement inspections and daily inspections;
(three) for enterprises that have serious illegal and untrustworthy behaviors, the provisions of Article 21 of these Measures shall be followed. Article 14 An enterprise may independently entrust a legally established third-party social credit service institution to comprehensively analyze its overall credit status and evaluate its credit rating according to the unified enterprise credit evaluation standards and norms in the province, and the evaluation result is valid for one year.
The standards and norms of comprehensive credit rating evaluation of enterprises and the measures for the management of credit evaluation business shall be formulated by the competent department of social credit system construction of the provincial people's government.

Fifteenth administrative organs at all levels and organizations exercising the function of managing public affairs shall take the comprehensive credit rating of enterprises assessed by third-party social service institutions as an important basis for credit supervision and management:
(a) in the supervision and evaluation of industry credit classification, the comprehensive credit rating of enterprises should be taken as the assessment index, and enterprises whose comprehensive credit rating has not reached Grade B or above shall not be assessed as excellent grades in various industries.
(2) In the administrative management and public service work, the comprehensive credit rating of enterprises and the credit rating of various industries are also important means to strengthen and optimize the credit supervision of enterprises.
(three) in major economic activities involving public interests such as government procurement, government purchase of services, cooperation between the government and social capital, public resource transactions, and major project bidding. The comprehensive credit rating of an enterprise should be taken as an important reference for decision-making.
