(3) Traditional medicine of ethnic minorities;
(four) traditional festivals, celebrations, sports and other activities of ethnic minorities;
(5) Manuscripts, classics, documents, contracts, genealogies, steles, couplets and seals of ethnic minorities with academic, historical and artistic value;
(6) Totems, patterns, cultures, costumes, appliances, musical instruments, representative buildings, structures and facilities, signs, etc. Reflecting the production, living customs and historical development of ethnic minorities;
(seven) traditional minority spinning, dyeing, weaving, embroidery, pottery, bone carving and other craft production technologies and arts and crafts treasures;
(eight) the knowledge and skills mastered by the representative inheritors of the representative projects of the intangible cultural heritage of ethnic minorities;
(9) Preserving a relatively complete cultural and ecological region of ethnic minorities;
(ten) other manifestations of minority culture. Article 3 State organs, social organizations, enterprises, institutions, other organizations and citizens within the administrative area of this province have the responsibility and obligation to protect minority cultures. Article 4 The protection and development of minority cultures should follow the principles of giving priority to protection, rational development, government leading and social participation, protect and inherit the essence of minority cultures, and promote the integrated development of minority cultures and modern excellent cultures.
The protection and development of minority cultures shall abide by the provisions of laws and regulations, respect their customs, beliefs and habits, safeguard national unity, and shall not distort national history and culture, hurt national feelings, or engage in destructive activities. Article 5 The people's governments at or above the county level shall strengthen their leadership over the protection and development of minority cultures within their respective administrative areas, and incorporate the protection and development of minority cultures into the national economic and social development plan. Sixth books, newspapers, radio and television, Internet and other public media should publicize and carry forward the excellent culture of ethnic minorities, and raise the awareness of the whole society to consciously protect the culture of ethnic minorities.
Schools at all levels and types in ethnic minority areas should carry out excellent cultural and educational activities for ethnic minorities according to actual conditions. Seventh people's governments at or above the county level shall be responsible for the protection and development of minority cultures within their respective administrative areas.
The relevant departments of the people's governments at or above the county level, such as nationalities, tourism, education, health, land, construction, planning, commerce and human resources and social security, shall, according to their respective functions and duties, do a good job in the protection and development of minority cultures. Article 8 The competent department of culture of the provincial people's government shall, jointly with the ethnic affairs department of the provincial people's government, formulate a plan for the protection and development of minority cultures in this province according to the development plan of provincial cultural undertakings, and submit it to the provincial people's government for approval before implementation.
The people's governments of cities, counties and autonomous counties shall organize the compilation of plans for the protection and development of minority cultures within their respective administrative areas, which shall conform to the plans for the protection and development of minority cultures in the whole province. Article 9 The people's governments at or above the county level shall organize cultural and ethnic departments to conduct a general survey, collection and research on minority cultures within their respective administrative areas, and systematically sort out and archive the collected cultural materials and objects, and gradually establish an information inquiry system. Important cultural materials and objects should be preserved forever.
The collation and publication of cultural materials of ethnic minorities should respect the cultural history of ethnic minorities and maintain their original connotation and style. Tenth citizens, legal persons and other organizations in accordance with the law to collect minority cultural materials and objects, their ownership is protected by law.
When the state collects the cultural materials and objects of ethnic minorities collected by citizens, legal persons and other organizations according to law, it shall respect the wishes of the collection objects and set a reasonable price, and the collection department shall issue a certificate.
Citizens, legal persons and other organizations are encouraged to donate cultural materials and objects of ethnic minorities to national collection and research institutions, and the recipient units shall pay appropriate remuneration to the donors in accordance with the relevant provisions of the state and this province and issue certificates. Article 11 The competent cultural department of the provincial people's government shall, jointly with the ethnic affairs department of the provincial people's government, establish a list of cultural protection of ethnic minorities in the province, and include the outstanding traditional cultures of ethnic minorities with great historical, literary, artistic and scientific values in the list, and submit them to the provincial people's government for approval and promulgation. Article 12 If the traditional crafts, production techniques and other techniques listed in the list of cultural protection of ethnic minorities in this province meet the confidentiality requirements, the departments of culture, nationality and confidentiality of the provincial people's government shall implement confidentiality management according to law after determining the classification, and their dissemination, teaching and transfer shall be carried out in accordance with the provisions of laws and regulations. Thirteenth people's governments at or above the county level shall promptly organize the rescue of endangered traditional cultures of ethnic minorities.
The people's governments at or above the county level shall take effective measures to establish and restore facilities that can reflect the culture of ethnic minorities in a planned way, and properly maintain and repair buildings and specific places with cultural characteristics of ethnic minorities.
Building, rebuilding and expanding buildings in areas inhabited by ethnic minorities should conform to urban and rural planning, respect the wishes of local ethnic minority residents, highlight the characteristics of local ethnic traditional buildings and reflect their cultural connotations.
