The Ministry of Culture is the highest cultural management institution in China. It is the functional department of the State Council, which manages the national cultural and artistic undertakings under the leadership of the State Council.

1June, 1987, the Cultural Relics Administration of the Ministry of Culture was changed to National Cultural Heritage Administration, still under the leadership of the Ministry of Culture, but exercising its functions and powers independently, with separate plans for planning, finance and material distribution. 1988 the State Council carried out institutional reform, and merged the Ministry of Culture, the Foreign Cultural Liaison Committee, the State Publishing Bureau, the National Cultural Heritage Administration and the Foreign Languages Publishing and Distribution Administration to form the Ministry of Culture of People's Republic of China (PRC). At present, the internal organs include General Office, Policy and Regulation Department, Planning and Finance Department, Personnel Department, Art Department, Education and Technology Department, Culture Marketing Department, Culture Industry Department, Social and Cultural Library Department, Foreign Cultural Liaison Bureau (Hong Kong, Macao and Taiwan Cultural Affairs Department), directly under the authority Party Committee, Retired Cadres Bureau, and Office Service Bureau.

National Cultural Heritage Administration is responsible for messages, meetings, confidential information, archives and confidentiality, letters and visits, and open government affairs; Responsible for financial and infrastructure work, guide and supervise the financial work of public institutions; Responsible for the statistical work of cultural relics and museums; Undertake exchanges and cooperation with foreign countries, Hong Kong, Macao and Taiwan.

(a) to draw up the development plan of cultural relics and museums, to draw up the standards and measures for cultural relics identification and museum management, to organize the investigation of cultural relics resources, to participate in the drafting of laws and regulations on cultural relics protection and to be responsible for supervision and inspection.

(2) Coordinate and guide the protection of cultural relics, perform the duties of cultural relics administrative law enforcement inspectors, organize and investigate major cases of illegal cultural relics according to law, and cooperate with relevant departments to investigate major cases of cultural relics crimes.

(3) To be responsible for supervising the protection and management of world cultural heritage and organizing legal work conferences.

Review the declaration of world cultural heritage, cooperate with the housing and urban-rural construction department to review the declaration of world cultural and natural dual heritage, and cooperate with the housing and urban-rural construction department to be responsible for the protection, supervision and management of historical and cultural cities (towns and villages).

(eight) National Cultural Heritage Administration organized the preparation of cultural relics and museums science and technology, information, standardization planning and promote the implementation.

Implement major scientific and technological innovation projects for cultural relics protection and promote the transformation and popularization of scientific and technological achievements in cultural relics protection.

(nine) to manage and guide the foreign affairs of cultural relics and museums, to carry out exchanges and cooperation with foreign countries and with Hong Kong, Macao and Taiwan, and to be responsible for the licensing and identification of cultural relics.

(ten) to undertake other tasks assigned by the State Council and the Ministry of Culture.

According to the above responsibilities, National Cultural Heritage Administration has five internal organs (deputy bureau level):

(1) Office (Foreign Affairs Liaison Department).

(2) Policy and Regulation Department. (4) Department of Cultural Relics Protection and Archaeology. Coordinate and guide the protection of cultural relics, archaeological work and the implementation of major projects; Organize the investigation of cultural relics resources; To undertake the examination and approval of cultural relics protection and archaeology, and the relevant qualifications and qualification identification; To undertake the audit of national key cultural relics protection units; Undertake the examination and approval of cultural heritage according to law.

(5) Department of Museums and Social Heritage (Ministry of Science and Technology). Guide the work of museums and undertake the standardization of the national museum management system and professional guidance; Formulate and promote the implementation of science and technology, informatization and standardization planning of cultural relics museums; To undertake the examination and approval of national first-class cultural relics collections; Coordinate exchanges and cooperation between museums; Guide the rescue and collection of precious folk cultural relics; To undertake the management of cultural relics auction, entry and exit and appraisal. Party committees of government organs are responsible for the party-mass work of government organs and directly affiliated units. The personnel department and the party Committee of the organ work together, with two brands in one institution to undertake the personnel management and organization establishment of the organ and the directly affiliated unit; Planning the cultivation of cultural relics and museum professionals; Responsible for the work of retired cadres.
