Article 4 People's governments at or above the county level shall incorporate public libraries into the national economic and social development plan at the corresponding level, incorporate the construction of public libraries into urban and rural planning and overall land use planning, increase investment in public libraries built by the government, incorporate the required funds into the government budget at the corresponding level, and allocate them in full and on time. The state encourages citizens, legal persons and other organizations to use their own funds to set up public libraries. People's governments at or above the county level shall actively mobilize social forces to participate in the construction of public libraries and give policy support in accordance with relevant state regulations.
Article 5 The competent department of culture of the State Council shall be responsible for the management of national public libraries. Other relevant departments in the State Council are responsible for the work related to the management of public libraries within their respective responsibilities.
The competent cultural departments of local people's governments at or above the county level shall be responsible for the management of public libraries within their respective administrative areas.
