3. Issuance of stamps and production and sales of philatelic products;
4, domestic newspapers, books and other publications.
According to Article 14 of Chapter III of the Postal Law of People's Republic of China (PRC), postal enterprises provide services and engage in the following businesses:
(1) mail delivery;
(2) Postal remittance and postal savings;
(three) the issuance of stamps and the production and sale of philatelic products;
(four) domestic newspapers, books and other publications;
(five) other business as prescribed by the state.

Citizens' freedom and privacy of communication are protected by law. No organization or individual may infringe upon citizens' freedom and privacy of communication for any reason, except that public security organs, state security organs and procuratorial organs check communications in accordance with the procedures prescribed by law because of national security or the need to investigate criminal offences. Except as otherwise provided by law, no organization or individual may inspect or detain mail or remit money.
No unit or individual may use mail to deliver articles containing the following contents:
(1) Inciting subversion of state power, overthrowing the socialist system or splitting the country, undermining national unity and endangering national security;
(2) divulging state secrets;
(3) spreading rumors, disturbing social order and undermining social stability;
(4) Inciting national hatred and discrimination and undermining national unity;
(5) Propagating cults or superstitions;
(6) Spreading obscene, gambling or terrorist information or abetting a crime;
(seven) other contents prohibited by laws and administrative regulations.
