Measures of Qingdao Municipality on the Administration of Outdoor Advertising (for Trial Implementation)
Chapter I General Provisions Article 1 In order to strengthen urban management, standardize outdoor advertising and make rational use of urban space resources, these Measures are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the setting of outdoor advertisements and related management activities within the administrative areas of Shinan District, Shibei District, sifang district, Licang District, Laoshan District, Huangdao District and Chengyang District. Article 3 The outdoor advertising settings mentioned in these Measures include:

(a) the use of outdoor venues, buildings, roads, tunnels and other municipal facilities to set up exhibition boards, neon lights, luminous fonts, electronic display screens, electronic flip devices, light boxes, advertising columns, publicity columns, physical models and other advertising facilities;

(two) the use of buildings, vehicles, floating objects on the water, launching devices, inflatable objects, pavilions, fences (blocks), model drawing, posting and hanging advertisements at the construction site;

(three) enterprises, institutions, other organizations and individual industrial and commercial households in their business premises and office premises to set up a plaque indicating the name, font size and logo of the unit;

(four) other acts of setting up outdoor advertisements. Article 4 The municipal and district governments shall set up outdoor advertising management committees (hereinafter referred to as outdoor advertising committees), which shall be responsible for coordinating major issues of outdoor advertising management.

The outdoor advertising department determined by the municipal administrative department of urban and rural construction and the district government is responsible for organizing the joint examination and approval and daily management of outdoor advertising settings.

Planning, industry and commerce, urban management and law enforcement, public security, transportation and other departments in accordance with their respective responsibilities, participate in joint examination and approval, do a good job in outdoor advertising management. Fifth outdoor advertising settings should follow the principles of unified planning, zoning control, rational layout, safety standards, civilization and beauty. Chapter II Planning and Standardization Article 6 The municipal competent department of urban and rural planning shall, in accordance with the overall urban planning, work out the overall planning of outdoor advertising in conjunction with urban and rural construction, industry and commerce, urban management and law enforcement departments and district governments, which shall be reviewed by the Municipal Outdoor Advertising Committee and promulgated and implemented after being reported to the municipal government for approval according to procedures. Article 7 The municipal competent department of urban and rural planning shall, according to the overall planning of outdoor advertising, organize the preparation of the control planning and detailed planning of outdoor advertising in urban trunk roads and key areas (nodes), and report them to the Municipal Outdoor Advertising Committee for approval before promulgation and implementation. Eighth district governments shall, according to the overall planning and control planning of outdoor advertising, organize the preparation of detailed planning of outdoor advertising in this area, and report it to the Municipal Outdoor Advertising Committee for approval before promulgation and implementation. Ninth outdoor advertising planning should conform to the overall urban planning, adhere to the combination of key control and district management, is conducive to the protection of urban features, and coordinated with the regional environment and urban construction and development. Tenth outdoor advertising planning shall include the following contents:

(1) Forbidden area, restricted area and suitable area;

(two) the control principles of outdoor advertising layout, total amount, density and types;

(three) the basic requirements of outdoor advertising, such as location, form, scale, specification, color, material and lighting. Eleventh urban and rural construction administrative departments shall organize the preparation of technical specifications for outdoor advertising, and report to the Municipal Outdoor Advertising Committee for approval before promulgation and implementation. (three) endanger the safety of buildings (structures) and public safety;

(four) occupy green space or affect the growth of trees;

(five) other circumstances that hinder production and life and affect the urban landscape. Fourteenth it is forbidden to set up outdoor commercial advertisements in the following areas and places:

(a) the construction control zone of cultural relics protection units, historical buildings, urban landscape protection areas and scenic spots;

(2) State organs, primary and secondary schools, museums, libraries, cultural centers, hospitals, etc. ;

(3) Overpasses, footbridges, various guardrails, poles, transparent walls and road isolation belts on both sides of the road;

(four) buses, taxis and other public transport;

(five) other areas and places where outdoor commercial advertisements are prohibited as determined by the plan. Fifteenth urban and rural planning departments, urban and rural construction administrative departments shall regularly organize the evaluation of the implementation of outdoor advertising planning and outdoor advertising technical specifications. If it is really necessary to modify it, it shall organize the modification in time. Chapter III Establishment Permission Article 16 The establishment of outdoor advertisements shall conform to the establishment planning and technical specifications, and the licensing procedures shall be handled according to law. Without permission, no unit or individual may set up outdoor advertisements. Seventeenth outdoor advertising license unified acceptance, joint examination and approval, hierarchical management system.

The application for outdoor advertising within the planning scope of urban trunk roads and key areas (nodes) shall be accepted by the municipal administrative department of urban and rural construction. Other outdoor advertising applications are accepted by the outdoor advertising publishing department entrusted by the district government to determine the administrative department of urban and rural construction.

Temporary outdoor advertising is used within fifteen days. The application for temporary outdoor advertising and door plaque setting shall be accepted by the outdoor advertising department determined by the district government.
