Importance of strengthening the coordinated development of libraries in underdeveloped areas
In underdeveloped areas, it is necessary to ensure the cooperative development and resource sharing of local libraries. On the one hand, it is necessary to join a large-scale regional cooperation network and use the resources of other libraries as local information resources to better serve the public, new countryside and farmers. On the other hand, it is necessary to participate in the establishment of cross-system library cooperation organizations in this region, ensure that there is a criss-crossing and widely distributed library cooperation network in this region, make it easier for people to obtain information resources with relevant value, provide convenient information services for the new socialist countryside, and do a good job in information services for promoting the process of building a new countryside.
1.2 the necessity of library cooperation in underdeveloped areas
First, the lack of funds invested by the governments in underdeveloped areas in library construction. The backward development of local economy has seriously restricted the development of libraries, resulting in unreasonable layout of public libraries and serious shortage of books. Generally, there are only city-level libraries in these areas, and there are few district-level libraries in some prefecture-level cities, and even fewer township libraries can operate effectively and normally. For example, there are four districts in Lianyungang City, and only Lianyun District has a library, which was established to create a "culturally advanced district" at that time. At present, the annual purchase cost is very small.
Second, there are few universities in underdeveloped areas, not even comprehensive universities, and there are few large scientific research institutions. For example, Huaihai Institute of Technology in Lianyungang City worked hard for nearly 20 years before it was upgraded to a comprehensive university, but it was not approved.
Third, the library literature in this area is small. Northern Jiangsu, where the author is located, is still an economically underdeveloped area. For example, by the end of 2006, the total collection of seven libraries in Lianyungang city and county was nearly 6.5438+0.05 million, that of eight libraries in universities was 6.5438+0.9 million, that of five libraries in scientific and technological units was 6.5438+0.110,000, and that of three libraries in the city was 3.06 million. 10 years ago, every township in the city had a library (room), most of which reached the standard of 10 thousand volumes. In recent years, the township libraries in our city are almost paralyzed. From the above situation, the information resources of libraries in underdeveloped areas are seriously insufficient, and it is urgent to enrich the information resources in this area with the help of library cooperation.
The development of modern libraries shows that the resources of a single library can not meet the needs of all people in this area for literature information. Therefore, the best way out for libraries is to take the road of coordinated development and resource sharing. Libraries in economically underdeveloped areas are more eager for cooperative development and resource sharing. Only through strong regional cooperation can they bring vitality to local libraries and better promote the economic and cultural development of these areas.
2. Without the support of local governments, the coordinated development of regional libraries is difficult.
Looking back on the exploration and practice of Lianyungang Library in collaboration, it fully shows that without the support of the government, the collaborative development and resource support of the library can not achieve the best effect of collaboration.
2. 1 From the perspective of the development of library vertical cooperation network
As early as 1996, the "Collaborative Network of Public Libraries in Central Cities along the New Eurasian Continental Bridge" initiated by Lianyungang Library was established in Lianyungang. It spans six provinces (regions) from east to west, and nearly 20 prefecture-level central pavilions along the bridge, such as Zhengzhou, Xi, Xining, Lanzhou and Urumqi, have joined this collaborative network. So far, the cooperative network has successfully held six academic seminars and experience exchange activities, providing a platform for member libraries to exchange information with each other.
2.2 From the perspective of the development of horizontal cooperation network in libraries
In 2002, the "National Coastal City Public Library Information Cooperation Network" initiated by Lianyungang Library was formally established, and the first seminar was held in Lianyungang. Libraries in coastal cities such as Dalian, Dandong, Qinhuangdao, Hangzhou, Wenzhou, Ningbo, Fuzhou and Shantou attended the meeting, and Tang Gengsheng, Secretary General of library society of china, attended the meeting. The purpose of this collaboration network is to promote and strengthen the collaboration and cooperation among libraries in coastal cities, develop online resources, realize the sharing of information resources and promote the development of public libraries in coastal cities.
2.3 From the perspective of the development of library regional cooperation network
In recent years, Lianyungang has joined the Yangtze River Delta Economic Circle, but there is a big gap between the local economic and cultural development and the Yangtze River Delta region. On June 5438+065438+ 10, 2005, Lianyungang Library officially joined the Yangtze River Delta Library Cooperation Organization during the second Yangtze River Delta Library Development Forum. The author firmly believes that this will facilitate the access to information resources in our region, promote the in-depth development of library cooperation in this region, facilitate public access to information resources, and effectively promote local economic, cultural development and social harmony.
Through our library's participation in the crisscross library collaboration network for more than ten years, it shows that the collaboration activities of libraries in economically underdeveloped areas are still in the initial stage of collaboration. Its main advantage is to increase the opportunities for librarians to participate in academic discussions and study exchanges, but it fails to achieve the real goal put forward when creating the network. This shows that it is not that librarians are unwilling or unable to cooperate, but the key lies in the lack of strong support from local governments and finances, which greatly limits the content of library cooperation activities and ultimately fails to achieve the expected results, but only becomes a form of cooperation network. However, the general public did not get the benefits of information resources from these collaborative networks.
3. Key issues that should be paid attention to in the coordinated development and resource sharing of regional libraries.
Libraries in underdeveloped areas should not only join the criss-crossing regional library cooperation network, but also participate in the construction of local library network, providing a convenient platform for people in this area to obtain literature information; With the help of various libraries in the region, we should take the road of regional cooperation and development to realize the sharing of literature and information resources in the region. Only in this way can we better provide cultural information services for the construction of new countryside and thus serve the construction of new socialist countryside more effectively.
3. 1 government participation in the establishment of cooperative organizations is the primary issue for the cooperative development of regional libraries.
Looking back, most of the library cooperative organizations that our library participated in before were loose cooperative organizations among local libraries. Most of them are vigorous when they are established, but they can't find a strong organizer when they operate. This collaborative network organization exists in name only. At present, we hope to establish an organization that can really play a strong coordinating and guiding role. This organization must be led by the government, formulate policies and implementation plans, and get the support of local finance, so as to effectively promote the coordinated development and resource sharing of libraries in the region.
Local governments should serve the society with the advanced concept of people-oriented culture, benefit the people and provide better public service outlets. The government should set up a special coordination agency to integrate the overall coordination, construction and enjoyment of all kinds of library resources in the region into the construction of regional public cultural service system. Realizing the * * * construction, * * sharing and * * development of library resources is the concrete embodiment of the government's ruling for the people. Therefore, governments at all levels and cultural administrative departments have the responsibility to carefully plan, form an effective mechanism, and effectively promote it. In this regard, the successful experience of library construction and development in Shanghai, Shenzhen and other regions is worth learning. On the premise of scientific planning, after several years and more than ten years' efforts, we will realize cross-regional, cross-system and cross-industry cooperation, and gradually build a library system suitable for the overall construction planning and characteristics of the region to better meet the needs of citizens from all walks of life in the region.
3.2 Strengthening the construction of township libraries is an issue that cannot be ignored in the development of regional cooperation, and it is also a key issue for libraries to serve the construction of new countryside.
The cooperative development of township libraries can not be ignored in the sharing of information resources. In underdeveloped areas, it is one of the important conditions for eliminating poverty, promoting economic development and building a harmonious society to establish a new type of library service network integration in the local area and bring township libraries into the local government planning, so that people in the local area can bridge the information gap and realize information fairness. It is also an important starting point for libraries to serve the construction of new countryside.
In recent years, all the successful cases of cooperative development of regional libraries are due to the local government's emphasis on the development of various libraries in the region and the formation of network integration, as well as the development of township libraries, which has opened a convenient channel for people to enjoy resources. For example, the four-level public library network in Shenzhen provides superior information resources for local people, and this development model is at the forefront of the national public library system. By the end of 2005, there were 2 municipal public libraries and 6 district public libraries in Shenzhen, and the total number of township and community libraries reached 300. All township libraries that meet the standards have installed ILAS library management software, which realizes the function of consulting books online. Really realize the coordinated development and resource sharing of regional libraries.
In the future, in the coordinated development of libraries in economically underdeveloped areas, it is necessary to re-support the development of township libraries, conscientiously sum up the experience and lessons of developing township libraries in the past 10 years, and ensure that one will succeed if it is effectively developed. In the early stage of re-operating a new round of township libraries, local governments and finance should make long-term plans.
First, give full play to the role of the grassroots node of the "National Cultural Information Resource Sharing Project". At present, the total digital resources of "National Cultural Information Resources * * * Enjoy Project" has reached 58TB( 1tb data is equivalent to 250,000 e-books or 926-hour video programs), the service network has taken shape initially, and the project has radiated hundreds of millions of people, becoming the "second project" of rural cultural construction, the landmark project of socialist cultural construction and the popular project loved by the masses. For example, Lianyungang has 100 township cultural stations. Since 2006, the government and finance have supported 30 cultural stations to establish libraries (rooms) every year, which are equipped with computer management and connected with the information resources of the "National Cultural Enjoyment Project". At present, the best way is to plan and determine a unified management software without using book management software in grass-roots libraries (rooms) in the city, so as to facilitate the business cooperation of "unified collection and compilation" and "borrowing and returning" of documents in the region. In this way, after three years, all township cultural stations in the city will establish standard libraries (rooms). It has laid a solid foundation for the formation of public service system of city, county, township and village libraries and the establishment of regional library cooperation network.
Second, make full use of the "farmer's bookstore" project to develop a new round of township libraries and lay a good foundation for the cooperative development of local libraries. On March 6th, 2007, eight ministries and commissions, including the General Administration of Press and Publication, officially issued the Opinions on Implementing the Project of Rural Library. The "Opinions" pointed out that it is necessary to give full play to the important role of the press and publication in the construction of a new socialist countryside, effectively solve the problems of farmers' "difficulty in buying books, borrowing books and reading books", and start with improving farmers' cultural quality to promote the coordinated development of rural economy and society in the new period. The long-term goal of the "farmer's library" project is to gradually establish a long-term mechanism of "supply, reading, management and use" in rural areas throughout the country through the construction of 5- 10 years, basically form a new pattern of rural publication distribution service that meets the requirements of socialist market economy and conforms to the law of socialist spiritual civilization construction, and realize complete reading conditions, relatively perfect system and mechanism, continuously strengthened service functions and extended publication distribution network to rural areas. At present, Jiangsu Province has started the "farmer's bookstore" project.
The service outlets of public libraries in the region should be rationally arranged, readers should be fully considered, and information acquisition should be as simple as possible. Each region should first develop its own service network, attach importance to the construction of township libraries, regard township libraries as the most basic nodes of public library service network, and finally realize the goal that anyone in the region can obtain any information resources of any library at any time and any place. So as to realize the coordinated development and resource sharing of local libraries. Strengthen the coordinated development and resource sharing of regional libraries, enhance the collaboration, innovation and vitality of libraries in the region, and provide first-class information services for people in the region.
