Is it necessary to have a title in Chinese Pinyin on the cover of a publication? Why are there so many books?
It is not accurate to say that the title of a publication must be in Chinese Pinyin on the cover.

The national standard GB 3259-92 promulgated by 1992 stipulates: "Chinese books and periodicals published in China shall be marked with the title and publication name of Chinese pinyin on the cover, front cover, back cover or copyright page in accordance with the provisions of this standard."

Article 6 of the Regulations on Book Quality Management of the General Administration of Press and Publication stipulates: "If one of the overall design and cover (including the first cover, the second cover, the third cover, the back cover, the seal, the protective cover, the jacket and the spine), the title page and the illustrations of the book does not meet the relevant national technical standards and regulations, the design quality will be unqualified."
