Measures of Tianjin Municipality on Archives Collection
Article 1 In order to strengthen the collection of archives, improve the archives resource system of this Municipality, and effectively manage and utilize archives resources, these Measures are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 The term "archives collection" as mentioned in these Measures refers to the archives received and collected by the municipal, district and county national comprehensive archives (hereinafter referred to as archives).

Receiving archives refers to the act that archives accept and hand over archives belonging to organs, groups, enterprises, institutions and other organizations within their custody scope according to the provisions of relevant laws, regulations and rules.

The collection of archives refers to the collection of archives that are scattered at home and abroad and have preservation value to the country and society by accepting donations, keeping them on behalf of others, accepting custody and purchasing them. Article 3 The municipal, district and county people's governments shall strengthen their leadership over the work of archives collection and ensure the funds needed for the work of archives collection. Article 4 The municipal, district and county archives administration departments shall be responsible for the supervision and guidance of archives collection within their respective administrative areas.

Archives shall be responsible for the specific work of file collection in accordance with the scope determined by the municipal archives administration department. Article 5 The municipal, district and county people's governments and their archives administration departments shall commend and reward the units and individuals that have made outstanding contributions or made remarkable achievements in archives collection. Article 6 Archives shall receive archives formed by the following institutions at the corresponding level:

(a) China * * * Party Committee and its subordinate departments;

(2) People's congresses and their standing bodies;

(three) the people's government and its subordinate departments and units;

(4) People's Political Consultative Conference and its permanent organs;

(5) People's courts and people's procuratorates;

(6) organs of democratic parties;

(seven) trade unions, the Communist Youth League, women's federations and other people's organizations;

(8) State-owned enterprises and institutions.

Archives can receive all or part of the archives of the subordinate units and temporary institutions of the above-mentioned institutions.

Archives formed by township institutions are included in the receiving scope of district and county archives. Seventh units under the dual leadership of the administrative department at a higher level and the people's government at the same level, which reflect the work of their respective administrative areas, shall be included in the scope of receiving files. Eighth archives formed by major activities within their respective administrative areas, and professional archives involving people's livelihood are included in the scope of archives. Article 9 The scope of archives collection:

(a) the archives of political organs, revolutionary organizations, local armed forces and social groups in each historical period of the administrative region;

(2) Chinese and foreign works, letters, diaries, biographies, genealogies, commemorative evaluation materials, certificates, inscriptions, audio-visual records, epitaphs and other files that have made outstanding contributions to society formed by historical celebrities and outstanding figures in their work, study and social activities;

(three) archives reflecting major scientific research achievements, famous and special products, places of interest, historical buildings, famous trademarks, folk art, customs and folk culture. Within the administrative area;

(four) newspapers, leaflets, seals and other files reflecting the special period of the administrative region;

(5) Archives and materials with preservation value for the state and society formed by social groups, collectives and private units, grassroots mass autonomous organizations, families and individuals within their respective administrative areas;

(six) other files with permanent preservation value. Article 10 Archives collection methods:

(1) accepting the transfer;

(2) accepting donations;

(3) Keeping and accepting the deposit;

(4) acquisition and purchase;

(5) Other legal means. Article 11 State organs, social organizations, enterprises, institutions and other organizations at all levels shall, in accordance with the provisions of laws, regulations and rules, determine the filing scope of their own units, timely sort out and file the documents and materials in various carriers such as paper and electronic texts within the filing scope, and hand them over to the relevant archives on a regular basis. Twelfth archives belong to the scope of the archives, organs at all levels, organizations, enterprises and institutions and other organizations shall be handed over to the archives in accordance with the following time limit:

(a) included in the scope of the municipal archives, within 20 years from the date of formation, handed over to the municipal archives;

(two) included in the scope of the county archives, from the date of formation 10 to the county archives;

(three) the cadre personnel files managed by the city and county. After the death of the cadre, according to the cadre management authority, the files shall be kept by the original management unit for 5 years and then transferred to the archives at the same level;

(four) the archives formed by the revoked organs, organizations, institutions and temporary institutions shall be handed over to the archives at the same level within six months from the date of revocation;

(5) The archives formed by the bankruptcy, revocation or revocation of state-owned enterprises shall be handed over to the archives at the same level within six months from the date of bankruptcy, revocation or revocation;

(six) the city or county to undertake major events, temporary units, the formation of the file should be handed over to the archives at the same level within 3 months after the end of the activity.

Archives related to people's livelihood in this administrative area may be handed over to the archives at the same level in advance through consultation.

In case of special circumstances, the file forming unit needs to extend the file transfer period, and shall obtain the consent of the archives administration department at the same level.

If the storage conditions are bad or other reasons think that the files may be seriously damaged or unsafe, the file forming unit shall hand over the relevant files in time.
