Article 12 People's governments at or above the county level shall establish and improve the working mechanism of anti-drug publicity and education, combine anti-drug publicity and education with legal education, moral education, health education and popular science education, build or determine fixed anti-drug publicity and education places according to the actual anti-drug work, provide free anti-drug publicity and education services to the society, and enhance the anti-drug awareness of the whole society. The Narcotics Control Committee and its member units shall compile and produce anti-drug knowledge books, audio-visual products and Internet digital products. Relying on various anti-drug publicity and education bases, popular science museums and mobile publicity and education service stations, we will strengthen anti-drug publicity and education in various forms and focus on anti-drug publicity and education activities at time nodes such as International Anti-Drug Day.
Thirteenth news publishing, radio and television, newspapers and magazines, the Internet, public display screens and other units engaged in information services should carry out anti-drug public welfare publicity for the society. Public cultural service places such as libraries, science and technology museums, reading rooms and grass-roots comprehensive cultural service centers should be equipped with anti-drug publicity and education books.
Article 14 Education departments shall incorporate anti-drug knowledge into education and teaching contents, organize teacher training, and guide and urge schools to implement anti-drug knowledge teaching tasks.
Schools should combine anti-drug education with legal education and mental health education, and carry out anti-drug publicity and education in stages by using educational platforms, campus networks, radio, billboards and other carriers according to students' psychological characteristics and drug cognitive ability at different stages. Conditional schools can set up drug prevention education parks and organize students to visit and study regularly.
