How long does the court usually decide?
Whoever establishes a publication distribution unit without approval or engages in publication distribution business without approval shall be punished in accordance with the provisions of Article 61 of the Regulations on the Administration of Publication.

If a publication distribution branch or wholesale market is established without approval, or a national publication exhibition is held without authorization, or an organizer who does not meet the conditions stipulated in these Regulations holds a local or inter-provincial professional publication exhibition without authorization, he shall be punished in accordance with the provisions of the preceding paragraph. Whoever issues prohibited publications shall be punished in accordance with the provisions of Article 62 of the Regulations on the Administration of Publication.

Distribution of publications prohibited by the General Administration of Press and Publication, or distribution of imported publications without purchasing from legally approved publication import business units, shall be punished in accordance with the provisions of Article 63 of the Regulations on the Administration of Publication.

Distribution of other illegal publications and publications whose publication, printing or reproduction is explicitly prohibited by the administrative department of press and publication shall be punished in accordance with the provisions of Article 65 of the Regulations on the Administration of Publication.

Where prohibited publications or illegal publications are issued, the parties concerned shall explain and indicate the source. If it is verified through investigation, publications and illegal income shall be confiscated, and other administrative penalties may be mitigated or exempted. In violation of the provisions, one of the following acts shall be ordered by the administrative department of press and publication to stop the illegal act, given a warning and imposed a fine of 30 thousand yuan:

(1) Failing to provide relevant non-financial bills such as the list of publications issued and sold in the last two years;

(2) Operating beyond the business scope approved by the administrative department of press and publication;

(3) Posting and distributing orders, advertisements and posters containing contents prohibited by laws and regulations or with fraudulent words;

(4) changing the copyright page of a publication without authorization;

(5) Failing to display the publication business license in a prominent position in the business premises, or failing to disclose the relevant information or link marks published in the publication business license and business license in a prominent position on the webpage;

(6) Selling, lending, leasing, transferring, altering or altering the publication business license without authorization;

(seven) the issuance of internal information publications, or public publicity, display and sale of publications that should be issued internally;

(8) Transferring or disguisedly transferring the general distribution right of publications to units without the general distribution right, entrusting units without the wholesale right to wholesale publications or acting as agents for the wholesale business of publications, and entrusting non-publication distribution units to distribute publications;

(nine) the operators who provide online trading platform services for publications fail to perform the relevant review and management responsibilities in accordance with these provisions;

(10) Failing to put on record as required;

(eleven) do not accept the annual inspection according to the provisions. The establishment of publication distribution enterprises in other provinces, autonomous regions and municipalities by investors from Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province Province shall be handled by referring to Article 16 of these Provisions, and the following supplementary provisions shall be made:

(a) to allow Hong Kong and Macao service providers to provide audio-visual products (including post-production products) distribution services in the Mainland in the form of sole proprietorship or joint venture;

(2) If the same service provider from Hong Kong or Macao engages in the chain operation of books, newspapers and periodicals in the Mainland, it shall be allowed to hold shares, but the proportion of capital contribution shall not exceed 65%;

(3) Service providers in Hong Kong and Macao shall meet the requirements of the definition of "service provider" in the Closer Economic Partnership Arrangement between the Mainland and Hong Kong and the Closer Economic Partnership Arrangement between the Mainland and Macao respectively, and obtain the Certificate of Hong Kong Service Provider and the Certificate of Macao Service Provider. These Provisions shall come into force as of the date of promulgation. The Provisions on the Administration of Publication Market, the Measures for the Administration of Wholesale, Retail and Rental of Audio-visual Products, the Measures for the Administration of Foreign-invested Books, Newspapers and Periodicals Distribution Enterprises and the Measures for the Administration of Chinese-foreign Cooperative Audio-visual Products Distribution Enterprises promulgated by the General Administration of Press and Publication and relevant departments shall be abolished at the same time, and other provisions inconsistent with these Provisions before their implementation shall no longer be implemented.
