History of Beijing Federation of Trade Unions Workers College
Beijing Trade Union Cadre College was founded in May 1949, and has been developing continuously on the basis of the merger of Beijing Federation of Trade Unions Cadre School and Beijing Federation of Trade Unions Workers College. In July, 2002, with the approval of the Beijing Organizational Establishment Committee, it was renamed Beijing Trade Union Cadre College (Beijing Federation of Trade Unions Workers College).

I. Establishment and Development of Beijing Federation of Trade Unions Cadre School

1949 65438+ 10, Beiping was peacefully liberated. The Second Plenary Session of the Seventh CPC Central Committee put forward the policy of relying on the working class wholeheartedly in urban work. According to the spirit of the instructions of the Central Committee, under the leadership of the CPC Beiping Municipal Committee, the newly established Preparatory Committee of the Beiping Workers' General Union held two employee training courses. The training class invited some leaders from relevant departments of the central government and the Beiping Municipal Committee to give lectures. After returning to the factory after training, most of the students have become the backbone of production and trade union work in various factories and mines.

In order to meet the needs of resuming the development of production and economic construction, and to train more production backbones and trade union cadres, the Preparatory Committee of Beiping Federation of Trade Unions officially opened a staff school in September. 1949. The school is located in imperial academy and Confucius Temple. The school has set up a school affairs Committee and a school party branch Committee, which consists of an organization department, an education department and a general affairs department. In teaching, according to the needs of urban work and the specific conditions of factories and mines, political enlightenment education is the main content. From June 1949, June 1 1 to July 195 1, the staff school * * * held four training courses with the number of trainees 1, 96 1. From 1952 to 1955, the workers' school held eight training courses for trade union activists in private enterprises, training about 2,000 trade union and grass-roots trade union activists.

1In September, 1955, Beijing Federation of Trade Unions decided to transform the former staff school into Beijing Federation of Trade Unions cadre school, and took measures to adjust, enrich and strengthen the school's organizational structure, curriculum and the construction of teachers. As a result, the city's ordinary cadre schools have entered a period of standardized development. On September 8th, 1956, the city's general cadre school was moved from Confucius Temple and imperial academy to the new campus at No.53 Taoranting Road, and the school-running conditions and facilities were greatly improved. From 1956 to 1957, * * * trained more than 5,700 trade union cadres at all levels. From 1958 to 1964, the school has held dozens of training courses for the presidents of grass-roots trade unions and training courses for various trade unions. More than 23,000 trainees were trained. According to statistics, from 1949 to 1964, the city's ordinary cadre schools * * * trained more than 42,000 students.

1966, the "cultural revolution" began, the city general cadre school closed, and all cadres were decentralized to work in the suburbs of Beijing. School teaching equipment was destroyed and documents and books were lost. 1974 to 1978, the Beijing Federation of Trade Unions opened a reading class at the original site of the Municipal General Cadre School to train the propaganda backbone of the trade unions and the theoretical team of workers.

1in July, 978, under the auspices of the main leaders of the Beijing Federation of Trade Unions, the preparatory work for the resumption of the Municipal General Cadre School began. In September, with the approval of the Organization Department of Beijing Municipal Committee, the organizational system of the Municipal General Cadre School was restored. Under the direct leadership of the Beijing Federation of Trade Unions, the city's general cadre school has gradually resumed its normal work following the three principles of "facing the grassroots", "all work serves students" and "self-reliance and diligence in running schools". In the same year,1Oct. 20th, 165438+, the first training course was held after the restoration. From 1978 to 1985, the school has trained more than 6,000 students. While the school pays close attention to the training work, the city's general cadre school vigorously trains young teachers in various ways, providing conditions for them to participate in various academic activities such as theoretical seminars in trade union colleges, broadening their horizons and improving their theoretical level. Organize young teachers to enter the factory for investigation, and enhance the pertinence and applicability of teaching. Teachers were also organized to compile various handouts and reference materials, such as "Basic Knowledge of Trade Unions", "Work of Trade Union Group Leaders" and "Concise Course on Trade Union Work". The school rebuilt the library and reference room, gradually collected some teaching materials, and did a lot of work in improving students' learning and accommodation conditions.

Second, the establishment and development of Beijing Federation of Trade Unions Workers College

1980 On August 23rd, in order to implement the Secretariat of the CPC Central Committee's instructions on capital construction policy and the requirements of the All-China Federation of Trade Unions that local trade unions should actively hold amateur universities for employees, the Beijing Federation of Trade Unions reported to the Beijing Municipal Committee of the Communist Party of China for instructions on holding amateur universities for employees in Beijing. At the same time, the preparatory group of Beijing Staff and Workers Amateur University was established and the preparatory work began. On June 65438+1October 65438+July of the same year, the Education Department of Beijing Municipal Committee, together with the Cultural and Education Department of Beijing Municipal Government, Beijing Higher Education Bureau and Beijing Workers and Peasants Education Department, approved the establishment of Beijing Workers Amateur University sponsored by Beijing Federation of Trade Unions. Beijing Staff Amateur University mainly runs schools, mainly enrolling employees with more than two years' practical experience in this city. The school site is temporarily located in Beijing Working People's Cultural Palace, which is divided into three branches: Xicheng District, Chaoyang District and Haidian District.

Amateur University of the Municipal Federation of Trade Unions began enrolling students in June 1980, and 885 freshmen were admitted through the examination. The first opening ceremony was held in Beijing Workers' Club on February 198 16. 198 1 65438+February 9, 2008, according to the spirit of the notice of the All-China Federation of Trade Unions that there is no branch school in the employee industry, the three branches are no longer affiliated to the employee industry, but belong to the trade unions in various districts.

1983 February 18, Beijing Staff Amateur University was registered in People's Republic of China (PRC) and the Ministry of Education, and became an independent adult college officially recognized by the state. 1 984 September1,Beijing Staff Amateur University was renamed Beijing Federation of Trade Unions Staff University. On September 8, the Beijing Municipal Planning Commission approved the construction of a new campus of Staff and Workers University in the courtyard of No.53 Taoranting Road. From 1980 to 1985, the school was established for five years, with 22 classes, and 1 08 1 college students (excluding branch schools) graduated.

Third, the reform and development of Beijing Federation of Trade Unions Workers College after the merger of the two universities

1986165438+1October 7th, the main leaders of Beijing Federation of Trade Unions presided over a leadership meeting of the two schools, and announced the decision of the party group of Beijing Federation of Trade Unions on the merger of the two schools, that is, the two schools formed a leading group for unified management of personnel, finance and materials, and retained the name of Beijing Federation of Trade Unions Workers College (namely, institutions and cadre schools). In the leadership system, the principal responsibility system is implemented, the party Committee plays the role of political core and guarantee supervision, and the teachers' congress implements democratic management. The purpose of the merger of the two schools is to adapt to the new situation of reform and opening up, highlight the characteristics of running a school by trade unions, realize complementary advantages, make rational use of limited educational resources, give play to the multi-functional role of the school, improve the level of running a school and increase benefits. 1986165438+1On October 24th, the new campus of Staff and Workers University, No.53 Taoranting Road, was basically completed, and the Staff and Workers University, which was originally located in the Cultural Palace, immediately moved into the new campus.

During the period of 1987, the newly formed leadership team of staff and workers' university formulated the development plan of the school, determined the school-running purpose of "serving the capital construction, trade union construction and staff learning", put forward the guiding principle of persisting in reform and improving teaching quality, further expanded the school-running function, continuously improved the school-running level, and strived to build the school into a first-class staff and workers' university in the national trade union system.

1March 1992, the school was awarded the title of "Advanced Staff University" in the national trade union system; In August, it was awarded the titles of "National Advanced School of Adult Higher Education" and "Beijing Advanced School of Adult Higher Education" by the State Education Commission and the Beijing Municipal People's Government respectively.

While deepening the reform of internal management system, the school has adjusted the focus and scale of running a school from the reality. Since 1992, the guiding principle of "giving priority to the education of trade union cadres, steadily developing academic education, vigorously developing post vocational and technical education, and giving equal attention to the education of trade union cadres and workers" has been gradually formed.

At the end of 1990s, the school kept exploring, tapping potential and innovating around the goals set by the Five-year Development Plan. The Municipal Federation of Trade Unions has repeatedly pointed out that "it is necessary to clarify the guiding ideology of running a school, highlight the characteristics of running a school by trade unions, persist in running a school with open doors, conduct rigorous studies, and improve the quality of running a school"; "It is necessary to strengthen the pertinence of the education of trade union cadres and truly let trade union cadres gain something through training." In order to adapt to the social and economic development and further expand the function of running a school, the Municipal Federation of Trade Unions allocated special funds to comprehensively transform the south building of the school, and the conditions for running a school were further improved. With the joint efforts of the faculty, new progress has been made in all aspects of the school's work.

From 1997 to 1999, 1407 college graduates and 430 technical secondary school graduates were trained, 10272 trade union cadres were trained, and more than 16600 job-related technical trainings were conducted.

In 20001year, the school held four teachers' congresses of four sessions and adopted the five-year development plan from 20001year to 2005.

In April 2002, the school established the Institute of Trade Union Theory. The institute undertakes three major tasks: scientific research, investigation and teaching. In addition to completing the tasks in the school, it also completes the research tasks of related topics according to the unified deployment of the All-China Federation of Trade Unions and the Beijing Federation of Trade Unions.

In July 2002, the school was renamed Beijing Trade Union Cadre College and Beijing Trade Union Staff College.

In September 2003, the office meeting of the chairman of the Municipal Federation of Trade Unions approved the new basic orientation and five-year development goals of the college. At the same time, the college has carried out personnel system reform. The Seventh Teachers' Congress of the Fourth Session adopted a series of reform documents. Combining the promotion of appointment system with the introduction of post management talents has effectively changed the employment mechanism.

June, 5438+October, 2004 10, all the staff except the hospital leaders were evaluated by the hospital expert group and signed the employment contract. The college has established a performance appraisal index system and implemented performance appraisal at the end of the year.

From June 5, 2004 to 10, Beijing Federation of Trade Unions took the lead in implementing the quality education project for employees in the capital. The Beijing Federation of Trade Unions, the Beijing Municipal Bureau of Labor and Social Security and the Central Radio and TV University form the leading group of the Capital Workers' Quality Education Project, and its engineering office is located in the college, which is responsible for the operation and implementation of the project.

In July 2005, the school was renamed Beijing Trade Union Cadre College (Beijing Federation of Trade Unions Workers College).
