20 13, 18 The scientific evaluation of China's urban innovation capability sponsored by the Urban Research Institute of China Urban Development Research Association-China Urban Innovation Report (20 13) was released in Beijing. China Urban Innovation Report (20 13) takes the evaluation index system of urban innovation capability as the main framework, comprehensively evaluates China's urban innovation capability, and forms a comprehensive special ranking of urban innovation capability.

The evaluation results show that the cities with the top 10 comprehensive innovation capability are as follows:

Cities above the sub-provincial level are: Beijing, Shanghai, Shenzhen, Hangzhou, Guangzhou, Tianjin, Nanjing, Xiamen, Dalian and Ningbo;

The prefecture-level cities are: Suzhou, Dongguan, Foshan, Wuxi, Zhongshan, Zhuhai, Changzhou, Jiaxing, Changsha and Shaoxing;

County-level cities include Kunshan, Jiangyin, Changshu, Jinjiang, Wujiang, Zhangjiagang, Yixing, Yiwu, Zhuji and jimo city.

From the comprehensive evaluation of the top ten cities, we can see the following points.

(1) China's innovative cities are characterized by three clusters. From the perspective of regional distribution, the eastern cities occupy an absolute advantage. The top ten sub-provincial cities, prefecture-level cities and county-level cities are almost all eastern cities, and only one city in the central and western regions has entered the top ten. Cities in the Yangtze River Delta are still the backbone of urban innovation in China. Among the cities above the sub-provincial level, 2 belong to Zhejiang, 1 belongs to Jiangsu, and 4 cities in Shanghai are located in the Yangtze River Delta region. Among the prefecture-level cities, 3 belong to Jiangsu Province, 2 belong to Zhejiang Province, and 5 cities are located in the Yangtze River Delta. Among the county-level cities, 8 cities are located in the Yangtze River Delta. This area is obviously very innovative. Followed by the Pearl River Delta region, four of the top ten cities are located in the Pearl River Delta region. Beijing, Tianjin, the Yangtze River Delta and the Pearl River Delta constitute the three major urban innovation clusters in China from north to south.

(2) The strategy of an innovative country has achieved remarkable results, and some cities in the central and western regions have entered the forefront of innovation. After the 17th National Congress of the Communist Party of China put forward the strategy of building an innovative country, in order to promote a number of cities (districts) to enter the ranks of innovation pilots and demonstrate to drive more cities (districts) to take the road of innovation and development, since 2005, the Ministry of Science and Technology has successively identified 45 cities to carry out scientific and technological innovation pilots and made positive progress. Changsha, which entered the top rank this time, is a central city. Take Changsha as an example. Changsha has set up a leading group for the pilot work of innovative cities, with the main leaders as the team leader and the heads of major departments as members, and has held several coordination meetings for the leadership of innovative city construction. Led by the Science and Technology Bureau, the Implementation Plan of Changsha National Innovative City Pilot Work (20 10~20 15) was compiled, and according to this plan, the Key Tasks Decomposition Table of Changsha National Innovative City Pilot Work Implementation Plan was formulated. Constantly improve the policy system, integrate resources, and introduce policies such as attracting investment, financial support, tax incentives, talent introduction and training. At the same time, Changsha's financial investment in science and technology has increased year by year, and the special fund for science and technology development has increased from 77 million yuan in 2006 to 244.2 million yuan, and the innovative service system has been improved day by day. In 20 10, Changsha applied for 907 1 piece, up 47% year-on-year, and the total number of "Sany" patents granted reached 1356, with an average annual increase of 50%.

(3) The advantage of system and mechanism is the foundation of maintaining innovation ability. Compared with last year, the pattern of comprehensive ranking of urban innovation ability has not changed. In the ranking of cities, Beijing and Shanghai, sub-provincial cities, Suzhou, Dongguan and Foshan, and Kunshan and Jiangyin, county-level cities, rank among the top cities in terms of innovation ability.
