Consequences of selling books without a book business license

Legal basis: Article 11 of the Regulations of the State Administration of Press, Publication, Radio, Film and Television and the Ministry of Commerce on the Administration of Publications Market. To apply for the establishment of a publication retail enterprise or other units or individuals to engage in the publication retail business, they must submit application materials to the press and publication administrative department of the local people's government at the county level.

The administrative department of press and publication at the county level shall make a decision of approval or disapproval within 20 working days from the date of accepting the application, and inform the applicant in writing. If approved, the publishing business license shall be issued by the administrative department of press and publication of the people's government at the county level and reported to the administrative department of press and publication at the next higher level for the record. If the business area is more than 5,000 square meters, it shall also be reported to the administrative department of press and publication of the province, autonomous region or municipality directly under the Central Government for the record. The applicant holds the Publication Business License and goes through the relevant formalities with the administrative department for industry and commerce according to law. If it is not approved, it shall explain the reasons in writing.

The application materials include the following written materials:

(a) the application, the application shall specify the basic situation of the unit and the application matters;

(2) Proof of the right to use the business premises;

(three) the identity certificate of the operator and the professional qualification certificate or other professional and technical qualification certification materials of the issuer.
