The term "public library" as mentioned in these Regulations refers to public welfare cultural institutions and social education facilities established by local people's governments at or above the county level, which have the functions of collecting, sorting, storing, researching, disseminating and serving literature and information resources and are open to the public.
The term "document information resources" as mentioned in these Regulations refers to the sum of all knowledge and information records, including books, newspapers, periodicals and other paper documents and microforms, audio-visual products, digital resources and network information. Article 3 The provincial people's government shall strengthen the leadership of public libraries in the province, promote the popularization of public library services, and give key support to public libraries in ethnic, remote and poverty-stricken areas. Article 4 Local people's governments at or above the county level shall, in accordance with state regulations, incorporate public libraries into the overall plan for national economic and social development, and gradually increase investment in the construction of public libraries.
Public library funds should be guaranteed and earmarked.
The financial and auditing departments shall strengthen the supervision and inspection of the management and use of public library funds. Article 5 The cultural administrative department of the local people's government at or above the county level is the competent department of public libraries.
Departments of development and reform, finance, human resources and social security, land and resources, housing and urban construction, press and publication, communication management, education, science and technology, taxation, etc. at or above the county level shall, according to their respective functions and duties, guarantee and support the development of public libraries. Article 6 The local people's governments at or above the county level shall encourage the library industry organizations to play the role of industry guidance, coordination and service, and support public libraries to carry out exchanges and cooperation with school libraries, libraries of scientific research institutions and other libraries to realize resource sharing and joint services. Seventh local people's governments at or above the county level shall encourage social organizations and individuals to support the construction of public libraries in the form of donations. Advocate enterprises, institutions, social organizations and other organizations and individuals to open their libraries to the society.
Organizations and individuals that have made outstanding contributions to public libraries shall commend and reward them in accordance with the relevant provisions of the state. Chapter II Organizational Structure and Functions Article 8 The local people's governments at or above the county level shall make overall planning and rational distribution according to the needs of social, economic and cultural development and population distribution, and establish a public library service network covering urban and rural areas. Ninth public libraries should be included in the detailed planning of cities and towns.
The location of public libraries should be located in areas with relatively concentrated population, relatively quiet environment, convenient transportation, compliance with safety, hygiene and environmental protection standards, and good municipal supporting facilities.
The scale and area of public library should be determined according to the service function, population, literature information resources and other factors, and the architectural design should meet the needs of openness and modernization of public library services. Article 10 The design scheme for the construction of public libraries at or above the county level shall be demonstrated by experts organized by the cultural administrative department of the local people's government at the next higher level, and the opinions of local representative social figures, professionals and the public shall be publicly solicited. Article 11 The construction of public libraries shall conform to the national standards for the construction of public libraries.
New construction and expansion of public libraries should implement the design and construction standards of key fortification categories. Twelfth public libraries should have the following basic functions:
(1) system preserves literature information resources and inherits culture;
(2) transmitting information and knowledge;
(3) Providing citizens with an environment for lifelong learning;
(4) Promoting scientific research and public reading. Thirteenth provincial public libraries are responsible for the province's literature information resources protection, local literature collection, ancient books protection, academic research, business guidance, library cooperation and coordination.
City (state) public libraries undertake local public library services and guide grassroots public library services.
County (city, district) public libraries undertake public library services in the region. Article 14 County (city, district) people's governments shall promote the establishment of branches or service sites in public libraries at the corresponding level, and integrate public * * * cultures such as township (town, street) comprehensive cultural stations (centers), village (community) cultural rooms (centers), public * * * electronic reading rooms, cultural information resources * * * grassroots service points, and farmer's bookstores. Fifteenth county (city, district) public libraries centralized management and integration of literature and information resources of grass-roots libraries (rooms) or service places, unified service standards, the establishment of a convenient service system, to maximize the use of literature and information resources and services. Sixteenth public libraries should set up children's branches or children's reading rooms (districts), and public libraries with conditions should set up reading rooms (districts) or special seats for the disabled.
Public libraries in minority areas should set up branch libraries or reading rooms for minority literature.
