Smart city is a brand-new concept and model to promote the intelligentization of urban planning, construction, management and service by using new generation information technologies such as Internet of Things, cloud computing, big data and spatial geographic information integration. Building a smart city is of great significance for accelerating the integration of industrialization, informationization, urbanization and agricultural modernization, and enhancing the city's sustainable development capability. In recent years, China's smart city construction has made positive progress, but it also exposes some problems such as lack of top-level design and overall planning, lagging institutional innovation, hidden dangers and outstanding risks in network security. In some places, there are signs of unclear thinking and blind construction, which need to be strengthened urgently. In order to implement the Notice of Central the State Council on Printing and Distributing (Zhong Fa [2014] No.4) and Several Opinions of the State Council on Promoting Information Consumption and Expanding Domestic Demand (Guo Fa [2013] No.32) and promote the healthy development of smart cities, with the consent of the State Council, we hereby put forward the following opinions.

I. Guiding ideology, basic principles and main objectives

(1) guiding ideology.

In accordance with the overall requirements of taking the road of intensive, intelligent, green and low-carbon new urbanization, we should give play to the decisive role of the market in resource allocation, strengthen and improve government guidance, coordinate material, information and intellectual resources, promote the innovative application of the new generation of information technology, strengthen the intelligent construction of urban management and service system, actively develop the intelligent application of people's livelihood services, strengthen network security, effectively improve the comprehensive carrying capacity of cities and residents' happiness, and promote the overall improvement of the quality and level of urbanization development.

(2) Basic principles.

People-oriented and pragmatic. The construction of smart cities should focus on serving the people, facilitating the people and benefiting the people, promote innovative urban management and public services, provide urban residents with wide coverage, multi-level, differentiated and high-quality public services, avoid emphasizing construction and neglecting actual results, and let the public share the achievements of smart city construction.

According to local conditions, scientific and orderly. Guided by the needs of urban development, according to the urban geographical location, history and culture, resource endowment, industrial characteristics, information foundation, etc., we will apply advanced and applicable technologies to scientifically promote the construction of smart cities. Try first in areas or key areas with good comprehensive conditions, promote the development of smart cities in an orderly manner, and avoid greed and redundant construction.

Market-oriented, collaborative innovation. Actively explore the development path, management mode, promotion mode and guarantee mechanism of smart cities. Encourage innovation in construction and operation modes, focus on stimulating market vitality and establish a sustainable development mechanism. Encourage social capital to participate in construction investment and operation, and put an end to all-encompassing and unnecessary administrative intervention by the government.

Can be controlled to ensure safety. Implement the national information security level protection system, strengthen network and information security management, implement the responsibility mechanism, improve the network and information security standard system, strengthen network management and personal information protection according to law, strengthen the security of key information systems and information infrastructure, and ensure safety and controllability.

(3) Main objectives.

By 2020, a number of smart cities with distinctive features will be built, with the concentrated radiation function greatly enhanced, the comprehensive competitive advantage significantly enhanced, and remarkable results will be achieved in ensuring and improving people's livelihood services, innovating social management and maintaining network security.

Public services are convenient. In the fields of public services such as education and culture, health care, family planning, labor and employment, social security, housing security, environmental protection, transportation, disaster prevention and mitigation, inspection and testing, an information service system covering urban and rural residents, migrant workers and their accompanying families has been basically established, making it more convenient, timely and efficient for the public to obtain basic public services.

Refinement of urban management. Municipal management, population management, traffic management, public safety, emergency management, social integrity, market supervision, inspection and quarantine, food and drug safety, drinking water safety and other social management information systems. It has basically taken shape, and resources such as digital urban management information system, urban geospatial information and building (structure) database have been coordinated, realizing digitalization and accuracy of urban planning and urban infrastructure management, and promoting the improvement of government administrative efficiency and urban management level.

Living environment is livable. The digital level of residents' lives has been significantly improved. Ambient intelligence monitoring system for water, atmosphere, noise, soil and natural vegetation and online prevention and control system for pollutant discharge and energy consumption have been basically completed, which has promoted the improvement of urban living environment.

Intelligent infrastructure. A broadband, integrated, secure and ubiquitous new-generation information infrastructure has been basically completed. The intelligent level of public infrastructure such as electric power, gas, transportation, water affairs and logistics has been greatly improved, and the operation and management are precise, coordinated and integrated. Industrialization and informatization are deeply integrated, and the information service industry is accelerating.

Network security is long-term. The urban network security guarantee system and management system are basically established, the basic network and key information systems are safe and controllable, the security of important information resources is effectively guaranteed, and the information of residents, enterprises and governments is effectively protected.

Second, scientifically formulate the top-level design of smart city construction.

(4) Strengthen the top-level design. The people's government of a city should proceed from the overall strategic situation of urban development, and study and formulate the planning of smart city construction. Planning should be people-oriented, deepen the intelligent application in key areas, and provide more convenient, efficient and low-cost social services; It is necessary to clearly promote the enjoyment and socialized development and utilization of information resources, strengthen information security, ensure accurate and reliable information, simultaneously strengthen the construction of credit environment, and improve laws and regulations. It is necessary to strengthen the connection with the overall planning of national economic and social development, the planning of main functional areas, the development planning of related industries, regional planning, urban and rural planning and related special planning, and do a good job in coordinating the layout of urban and rural development.

(5) Promoting the construction of a universal public service system. Accelerate the implementation of the information benefiting the people project. Promote the construction of smart hospitals and telemedicine, popularize the application of electronic medical records and health records, and promote the vertical flow of high-quality medical resources. Build an information service system for the elderly with the functions of caring at any time and caring remotely. Establish a public employment information service platform and speed up the nationwide networking of employment information. Accelerate the construction of the social security handling information system and promote the cross-city real-time settlement of medical insurance expenses. Promote the application integration of social security cards, financial IC cards, citizen service cards, residents' health cards, transportation cards and other public service cards and the use of cross-city cards. Focusing on promoting education equity, improving education quality and meeting citizens' lifelong learning needs, we will build and improve educational information infrastructure, build an effective mechanism to expand the coverage of high-quality educational resources by means of informationization, and promote the enjoyment and service of high-quality educational resources. Strengthen the construction of public welfare facilities such as digital libraries, digital archives and digital museums. Encourage the development of tourism service system and tourism management information platform based on mobile Internet.

(6) Support the establishment of a refined social management system. Establish a comprehensive security, integrated operation, accurate positioning and effective control of social security prevention and control system. Integrate all kinds of video image information resources to promote the application of public security video networking. Improve the socialized, networked and gridded urban and rural public security system, and build an emergency security system with timely response, rapid recovery and strong guarantee. In the fields of food and drug, consumer goods safety, inspection and quarantine, we will build and improve a market supervision information service system with traceability and social supervision functions, and promote the sunshine procurement of drugs. Integrate credit information records such as credit, tax payment, performance, product quality, insurance claims, violations of laws and regulations, and speed up the construction of credit information system. Improve the online platform for expressing people's demands and accepting letters and visits, and promote the openness of government affairs online.

(7) Promoting the construction of a livable living environment. The establishment of environmental information intelligent analysis system, early warning and emergency system and environmental quality management service system, the implementation of intelligent remote monitoring of key areas, key enterprises and pollution sources. Relying on the unified urban public service information platform, we will build a community public service information system, expand social management and service functions, and develop information service systems such as housekeeping, pension, community care and patient care to provide convenient and comprehensive information services for community residents. Promote smart families, encourage social public service facilities and resources such as medical care, education, security and government affairs to access families, and improve the level of family information services.

(8) Establish a modern industrial development system. With the help of modern information technology, we will accelerate the establishment of urban logistics distribution system and a new agricultural production and management system closely related to urban consumption demand and agricultural products (10. 16, 0.02, 0.20%). Accelerate the deep integration of industrialization and informatization, promote large industrial enterprises to deepen the integrated application of information technology, build and improve the public information service platform for small and medium-sized enterprises, and actively cultivate and develop emerging formats such as industrial Internet. Accelerate the development of information service industry and encourage the outsourcing of information system services. Build and improve e-commerce infrastructure, actively cultivate e-commerce service industry, and promote the development of e-commerce in tourism, catering, culture and entertainment, family service, aged care service, community service, industrial design, cultural creativity and other fields.

(9) Accelerate the construction of intelligent infrastructure. Accelerate the construction of urban-rural integrated broadband networks, promote the construction of the next generation Internet and radio and television networks, and comprehensively promote the integration of the three networks. Promote the intelligent transformation of urban public facilities and buildings, and improve information systems and service platforms such as building databases and housing management. Accelerate the construction of smart grid. Improve the disaster prevention and mitigation forecasting and early warning information platform, and build a whole-process intelligent water management system and an electronic monitoring system for drinking water safety. We will build intelligent systems such as traffic guidance, travel information service, public transportation, integrated passenger transport hub and integrated operation coordination command, promote the construction of Beidou navigation satellite ground-based enhancement system, and develop differentiated traffic information value-added services. Build an intelligent logistics information platform and a warehousing logistics platform hub, and strengthen the development, sharing and socialized application of logistics information such as ports, shipping and land transportation.

Third, effectively increase the development and enjoyment of information resources.

(ten) to speed up the enjoyment and update of information resources. Coordinate urban geospatial information, building (building) database and other resources, and accelerate the construction of public information platform and application system in smart cities. Establish an inter-departmental coordination mechanism to promote information sharing, improve the information update mechanism, and further strengthen the information sharing and information update management of government departments. Government departments shall, according to the division of functions, authorize the departments in need to use the information resources built and managed by them free of charge, and the departments enjoying the information resources shall reasonably use the information resources according to the scope of authorization. Based on the unified geospatial framework of the city and information resources such as population and legal persons, the relevant business information of various departments and industries will be superimposed to accelerate the cross-departmental collaborative application. Integrate established government information systems, coordinate the construction of new systems, build information resource sharing facilities, and realize intensive collection, network convergence and unified management of basic information resources and business information resources.

(eleven) deepen the development and utilization of information resources in key areas. The people's governments of cities should take improving the development and utilization level of information resources as an important means to enhance the comprehensive competitiveness of cities, vigorously promote government departments to open information resources such as enterprise credit, product quality, food and drug safety, comprehensive transportation, public facilities and environmental quality to the society, and encourage municipal public enterprises and institutions, public service institutions and other institutions to open information resources such as education, medical care, employment, tourism and life to the society. Support social forces to apply information resources to develop convenient, beneficial and practical new information services. Encourage the development of new services such as data mining and business analysis focusing on information knowledge processing and innovation, and accelerate the transformation of information knowledge into products, assets and benefits.

Fourth, actively use new technologies and new formats.

(XII) Accelerate the application of the Internet of Things in key areas. Support the application of Internet of Things in high energy consumption industries, and promote the intelligentization of manufacturing, management and energy utilization. Encourage the application of the Internet of Things in the production and circulation of agricultural products. Accelerate the popularization and application of the Internet of Things in urban management, transportation, energy conservation and emission reduction, food and drug safety, social security, medical and health care, people's livelihood services, public safety, product quality and other fields, improve the refined level of urban management, and gradually form an all-round, widely interconnected urban intelligent management and service system.

(XIII) Promote the healthy development of cloud computing and big data. Encourage e-government system to migrate to cloud computing mode. Promote low-cost, high-quality and wide-coverage cloud services in key areas of people's livelihood such as education, medical care, employment and social security, and support various enterprises.

Make full use of public cloud computing service resources. Strengthen the development and utilization of big data based on cloud computing, innovate big data business models in e-commerce, industrial design, scientific research, transportation and other fields, and serve the economic and social development of the city.

(fourteen) to promote the integrated application of information technology. Facing the actual needs of the public, we will focus on the integrated application of mobile Internet, remote sensing and telemetry, Beidou navigation, geographic information and other technologies in the fields of comprehensive transportation, urban distribution, disaster prevention and emergency, family intelligent management, home-based pension and health management, centralized pension and telemedicine, intelligent buildings and smart communities, indoor and outdoor unified location services, tourism and entertainment consumption, etc., and innovate service models to provide convenient and practical new models for urban residents.

Five, focus on strengthening network information security management and capacity building.

(fifteen) strict whole process of network security management. The city people's government should strengthen network security in the process of promoting the construction of smart cities. In the important information system design stage, we should reasonably determine the level of security protection and design the security protection scheme simultaneously; In the implementation stage, it is necessary to strengthen the safety review of technology, equipment and service providers, and simultaneously build safety protection measures; In the operation stage, it is necessary to strengthen management, regularly carry out inspection, rating and risk assessment, carefully investigate potential safety hazards, and enhance daily monitoring and emergency response and recovery capabilities.

(sixteen) to strengthen the security protection of key information facilities and information resources. Strengthen the security protection of party, government, military, finance, energy, transportation, telecommunications, public security, public utilities and other important information systems and confidential information systems to ensure safety and controllability. Improve network security facilities, focusing on improving network management, situation early warning, emergency response and trust service capabilities. Coordinate the construction of disaster recovery backup system, and implement joint disaster preparedness and remote disaster preparedness. Establish an important information use management and security assessment mechanism. Strictly implement the relevant national laws, regulations and standards, strengthen the self-discipline of industry enterprises, and effectively strengthen the protection of personal information.

(seventeen) to strengthen the safety responsibility and safety awareness. Establish a network security responsibility system, clarify the network information security responsibility of the person in charge of the city people's government and relevant departments, and the person in charge of key information system operation units, and establish an accountability mechanism. Intensify publicity and education, and improve the awareness of network information security risk, responsibility, work skills and management level of staff in all aspects of smart city planning, construction, management and maintenance. Encourage the development of professional and socialized information security certification services to provide support for ensuring the network information security of smart cities.

Six, improve the organization and management and system construction

(eighteen) improve the management system. The relevant departments of the State Council should speed up the research and formulation of the standard system, evaluation system and audit supervision system for smart city construction, implement the risk and benefit evaluation mechanism for key projects of smart city, and regularly release the progress of key tasks of smart city construction. The city people's government should improve the supervision and hearing system and accountability mechanism for major projects of smart city construction, and incorporate the effectiveness of smart city construction into the government performance appraisal system; Establish an incentive and restraint mechanism, promote the outsourcing of e-government and public welfare information services, use social forces to develop and utilize information resources, and develop convenient information services.

(nineteen) improve the investment and financing mechanism. Within the amount of local government bonds approved by the State Council, the provincial people's government should make overall arrangements for part of the funds for the construction of smart cities. Urban people's governments should establish a standardized investment and financing mechanism, guide social funds to participate in the construction of smart cities through franchising and purchasing services, encourage qualified enterprises to issue corporate bonds to raise funds for the construction of smart cities, and prohibit land finance and unrealistic debt financing in the name of building smart cities. City-related financial funds should focus on basic and public welfare fields, give priority to supporting smart applications involving people's livelihood, and encourage municipal public enterprises and institutions to intelligently transform municipal facilities.

All regions and relevant departments should fully understand the significance of promoting the healthy development of smart cities, earnestly strengthen organizational leadership, and conscientiously implement the tasks proposed in this guidance. The Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Public Security, the Ministry of Finance, the Ministry of Land and Resources, the Ministry of Environmental Protection, the Ministry of Housing and Urban-Rural Development, and the Ministry of Transport should establish an inter-ministerial coordination mechanism to coordinate and solve major problems in the construction of smart cities, strengthen guidance and supervision in various regions, and study and formulate relevant policies to promote the healthy development and urbanization of smart cities through informationization. The people's governments at the provincial level should earnestly strengthen their leadership in the construction of smart cities in the region and take effective measures to supervise and manage the whole process. The city people's government is the main body responsible for the construction of smart cities. It is necessary to strengthen the organization, refine measures, solidly promote all work, take the initiative to accept social supervision, and ensure the healthy and orderly progress of smart city construction.

As a new urban development model, smart city promotes the scientific development of the city in planning, construction, management, operation and service by comprehensively applying modern science and technology, integrating information resources and coordinating business application systems. The Ministry of Housing and Urban-Rural Development focuses on the construction of smart cities in urbanization. In 20 12, the national smart city pilot was launched, and two batches of *** 193 pilots were announced successively. The data shows that these pilot projects involve nearly 2,600 key projects with a total investment of over one trillion yuan. 20 13 At the end of September, the Ministry of Science and Technology and the National Standards Committee also selected 20 cities to carry out pilot demonstrations of smart city technologies and standards. Up to now, more than 100 city governments have expressed their clear intention to declare the third batch of smart city pilots.

It is also known that in order to improve the planning, design and management level of smart cities in China and promote the construction of key projects in pilot cities, the Department of Building Energy Conservation and Technology of the Ministry of Housing and Urban-Rural Development will hold a series of trainings on the construction of key projects in smart cities from August to June of 20 14 10. The first phase of training started on August 27th, mainly aimed at smart city application training, and targeted at cities and enterprises applying for the pilot project.
