On March 23rd, 20001,Resolution No.227 of the Government of the Russian Federation adopted the constitution of the Russian National Library, a federal state institution. The basic functions of the Russian National Library are:
1). According to the "Regulations on the Collection and Selection of Libraries", on the basis of submitting free documents, the domestic documents are comprehensively entered by means that conform to the laws of the Russian Federation, such as document purchase and book exchange (including international), so as to ensure their regular protection;
2) According to the Regulations on Library Selection, foreign documents with the most cultural, scientific and literary value are entered and preserved, and documents about Russia created outside Russia and published in Russian national languages are given priority in selection, preservation and registration;
3) Participate in the national bibliographic registration of domestic literature, and make bibliographies, abstracts, abstracts and other analysis information;
4) Scientifically process and display the library collections through the catalogue system of various information carriers, form information bases and databases, and organize the use of them to participate in information exchange with other information resources at home and abroad;
5) Study the current situation of the library, book description, protection and document restoration, including historical and cultural ancient books and archives;
6) Providing users with library services and information services, including bibliographic services;
7). Implement cultural enlightenment and education measures;
8). Carry out scientific research and consultation in library, bibliography, book industry and other related industries;
9). Participate in the formulation and implementation of national library policies, federal objectives and other plans within the scope of library activities according to the prescribed procedures;
10). According to the law of the Russian Federation, vocational education and supplementary education should be organized after graduation from university to realize the educational activities of improving the professional skills and vocational retraining of library cadres;

Participate in international cooperation according to certain procedures, including implementing the plans of the United Nations, UNESCO, IFLA, ISO, Council of Europe and their international organizations, performing the functions of the depository of their publications, and cooperating with foreign libraries and other cultural, educational and scientific organizations.
