This kind of behavior is a crime, but the criminal law stipulates that minors aged 14 to 16 are only criminally responsible for eight crimes: intentional homicide, intentional injury (which must reach serious injury or death), rape, robbery, arson, drug trafficking, throwing dangerous substances and explosion. Therefore, although it is a crime, it is exempt from punishment because it protects minors.
