It is clear that during the Tenth Five-Year Plan period, Xi will meet the housing needs of new citizens and young people in accordance with the construction planning principle of "supply on demand" and combining the demand for affordable rental housing with the existing land and housing resources, and build and raise 300,000 sets of affordable rental housing.
5 types of land increase the supply of affordable rental housing.
Clear planning, guide multi-party participation, increase the supply of affordable rental housing by using five types of land, such as collectively operated construction land, idle land of enterprises and institutions, supporting land of industrial parks, idle housing in stock and newly supplied construction land, and strive to increase the supply of affordable rental housing to 300,000 sets (rooms), accounting for more than 30% of the total supply of new housing, and strive to meet and solve the housing problems of new citizens and young people.

From the perspective of employment and commuting, through the analysis of data such as mobile phone signaling in downtown Xi, it is found that high-tech zone is the most important employment center, while Xiguan, Economic Development Zone, Beike Station area and Chanba Ecological Zone are the secondary employment centers, so affordable rental housing should be as close as possible to the employment center to reduce commuting traffic pressure.
From the perspective of industrial layout, according to Xi Modern Industrial Layout Planning (Shifuban [2020] No.37), "one core, three belts, one channel and multiple plates" is the key direction of industrial development during the Tenth Five-Year Plan period, and affordable rental housing should follow the industry and provide assistance for economic development. That is, in the core areas of business travel (Lianhu, Yanta, Xincheng, Beilin and Weiyang), high-tech industrial belt (Fengxi New City-Fengdong New City-High-tech Zone-Chang 'an University City-Aerospace Base), advanced manufacturing industrial belt (Economic Development Zone-Jinghe New City-Gaoling District-Weibei Industrial Zone-Aviation Base-yanliang district) and business travel industrial belt (zhouzhi county).
