Meteorological publishing house has experienced a development process from small to large and from weak to strong, which can be roughly divided into four stages.
1978 ——1983 is the preparation and initial stage of meteorological publication. At the beginning, there were only eight people in the whole society, crowded into a room and office of less than 30 square meters. Leaders and staff have been to meteorological management and business technical posts, and they are not familiar with the publishing business. The professional books needed to carry out meteorological services are urgently needed. In this case, the publishing house prepared, studied and published simultaneously. At the beginning of 1979, the Journal of Meteorology, which was founded on 1925 and stopped publishing during the Cultural Revolution, was restored, and the first book, Ground Observation Standards, was published. Soon, meteorological middle school textbooks such as climatology and meteorology and advanced textbooks such as dynamic meteorology were published one after another, which initially alleviated the serious book shortage caused by the Cultural Revolution.
1984- 1993 is a stage in which meteorological publishing house has begun to take shape, is on the right track and is undergoing transformation and development. At this stage, the leading group of Meteorological Publishing House has been continuously improved, the organizational structure has been gradually improved, and the number of staff has grown to more than 70, reaching the scale of a medium-sized publishing house. Taking the establishment and improvement of rules and regulations as an important task, Meteorological Publishing House has successively formulated the System of Column Selection and Three Reviews of Manuscripts, the Measures for Quota Management, the Measures for the Selection of Excellent Books, and the Provisions for the Management of Book Quality, which basically have rules to follow. At present, key professional books such as China Dictionary of Atmospheric Science, Climate and Agriculture (Chinese and English version), Series of Applied Meteorology, Series of Agrometeorology and Principles of Atmospheric Exploration have been well received. The English edition of Chinese Journal of Meteorology (AMS) was officially published on 1987, which is an important window for scientific and technological exchanges between meteorological circles and foreign countries. 1994-2003 is the stage of deepening reform and accelerating development of meteorological publishing house. At this stage, Meteorological Publishing House implemented a deepening reform plan focusing on structural adjustment, two-way selection, introduction of competition mechanism and reform of distribution mode.
The deepening reform plan started from 1995, adjusted once every three years, and implemented for three consecutive rounds, which made the work of Meteorological Publishing House go up a big step. The number of staff in the whole society is stable at about 70, and the annual output of books is about 300. In the case of no increase or slight decrease in the number of publishers and books, the publishing benefits have doubled, with total assets increasing by 2.5 times, fixed assets increasing by 3.2 times and per capita annual income increasing by 5.8 times. At the same time, the electronic publishing system was built, which realized the computer input, editing and typesetting of manuscripts, got rid of the tedious work of copying and editing manuscripts by hand, improved the quality of book editing, shortened the publishing cycle from about half a year to about three months, and took the lead in bidding farewell to the era of "lead and fire" among more than 50 scientific and technological publishing houses in China. 1998 moved into the meteorological publishing business building of more than 2,000 square meters, and the office conditions were greatly improved. At this stage, national key books such as China Meteorological Disaster Ceremony, China Meteorological Encyclopedia and China Meteorological History were selected and compiled, and atmospheric ocean circulation and climate dynamics, the second experimental study of atmospheric science on the Qinghai-Tibet Plateau, the study of short-term climate model in China, the re-examination of climate change in China in five thousand years, the course of meteorology, the course of climatology and the course of climatology were published.
From 2004 to now, it is the stage of reform, innovation and sustainable development of meteorological publishing house. At this stage, a new reform plan was formulated and implemented. On the basis of summarizing the first three rounds of deepening reform, some effective reform contents have been retained, and the internal institutions and posts of the publishing house have been appropriately adjusted. Strengthen the management of publishing business. A series of rules and regulations, such as the Measures for the Administration of Employment of Meteorological Publishing House, the Book Publishing Contract and the Publishing Fund Subsidy Contract, were revised. On the basis of the electronic publishing system and network system built in the previous stage, the digital publishing system was launched in 2005, realizing instant printing without edition. Further expand the scope of topics and strengthen the publication of books on disaster prevention and mitigation and ecological environment. In July 2008, the popularization of disaster prevention and mitigation knowledge was included in the textbooks of primary and secondary school students, making a breakthrough in Anhui Province.
