In order to fully implement the principles and policies of epidemic prevention and control in COVID-19 determined by the CPC Central Committee, adhere to the people-oriented, life-oriented, external defense investment, internal defense rebound, and dynamic zero clearing, this plan is formulated according to the "novel coronavirus Prevention and Control Plan (Ninth Edition)" issued by the Comprehensive Group of the State Council Joint Prevention and Control Mechanism. Based on the previous five editions of the Technical Plan for Epidemic Prevention and Control in Primary and Secondary Schools, combined with the actual situation and emergency response experience of primary and secondary schools, we will guide primary and secondary schools to scientifically and accurately do a good job in epidemic prevention and control, and adjust and optimize epidemic prevention and control measures.
First, school preparation
(a) organizational requirements
1. Plan ahead and get ready for school.
Education administrative departments and schools at all levels should enhance the awareness of epidemic prevention and control risks, determine the starting time according to the local epidemic prevention and control situation, scientifically formulate the starting work plan, epidemic prevention and control plan and emergency plan, and ensure that epidemic prevention and control measures are in place, emergency plans are in place, responsibilities are clearly in place, personnel organizations are in place, facilities are in place, materials are in place, systems are in place, risk investigation is in place, and inspection and supervision are in place. Before the start of school, monitor the health status of teachers and students and their residents, the living history of high-risk areas and other anomalies for 7 consecutive days, so as to make daily reports and zero reports, and carefully arrange teachers and students to return to school in an orderly manner. Before the start of school, the teaching staff will be specially trained in epidemic prevention and control programs and plans.
2. Be conscientious and ensure the implementation of the work.
Strict implementation of territorial responsibility, departmental responsibility, unit responsibility, family and personal responsibility, the school party secretary and principal are the first responsible persons for epidemic prevention and control, and are fully responsible for all aspects of school epidemic prevention and control. For schools with multiple school sites, each campus should clarify the responsible person and contact person for epidemic prevention and control, clarify the post responsibilities, carefully check the implementation, and ensure that the epidemic prevention and control and daily work are carried out in an orderly manner.
3. Strengthen the mechanism to ensure the prevention and control effect.
According to the local epidemic situation and prevention and control regulations, under the guidance of local epidemic prevention and control institutions (leading group and headquarters), we will dynamically optimize the prevention and control work plan and emergency response plan, accurately prevent and control "one policy in one place" and "one policy in one school", implement various measures for the prevention and control of infectious diseases such as COVID-19, and improve the "peer-to-peer" cooperation mechanism among education administrative departments, health departments, disease control departments, schools, medical and health institutions and disease control institutions.
4. Improve the plan and strengthen emergency drills.
Before the start of school, the school should connect with public security organs, medical and health institutions and disease control institutions, and further improve the emergency plan according to the epidemic situation. Carry out multi-scene and practical emergency drills for epidemic prevention and control, improve the working mechanism in time, and ensure that once an epidemic occurs, the emergency command system for epidemic prevention and control and the emergency response mechanism will be started quickly. All links respond quickly, emergency measures are in place, and emergencies are dealt with in a timely and effective manner.
5. Clear requirements to ensure a smooth start of school.
Teachers and students should cooperate with nucleic acid detection requirements in the prevention and control of normalized epidemic situation and the disposal of local epidemic situation according to local requirements. Before the start of school, school security, cleaning, canteen and other staff should carry out nucleic acid testing. When they have symptoms such as fever, dry cough, fatigue, sore throat, decreased sense of smell and diarrhea, they should take the initiative to see a doctor in a medical and health institution in time. Scientifically judge the risk of epidemic situation and implement peak-shifting school. Strictly implement the local health management requirements for teachers, students and employees returning to school or other special circumstances in the low-risk area of the middle-high risk area and the county (city, district, banner) where the middle-high risk area is located, and provide negative proof of nucleic acid detection within 48 hours (subject to the time when the report is issued) before returning to school.
6. Strengthen guidance and enhance prevention and control capabilities.
The school publicizes the knowledge of epidemic prevention and control to teachers, students and parents through various forms, and guides teachers, students and their * * * residents to fulfill their personal protection responsibilities, do a good job of personal protection, adhere to scientific wearing of masks, develop good hygiene habits such as frequent hand washing, frequent ventilation, less gathering, keeping social distance and civilized dining, and live a regular life to ensure adequate sleep, light diet, balanced nutrition and moderate exercise. Teachers, students and employees who have lived in high-risk areas and those who live with them should take the initiative to report to schools and communities, actively cooperate with risk investigation, nucleic acid detection and other prevention and control measures, and implement health management regulations.
(2) Safety requirements
1. Arrange and store epidemic prevention materials reasonably.
Schools should reserve commonly used epidemic prevention materials such as masks, disinfection products, hand sanitizer, disposable latex gloves and non-contact temperature measuring equipment according to the number of teachers and students, ensure safe storage, pay attention to the validity period of items, and use them scientifically and standardly.
