Chapter IV Supervision and Administration of the Provisions on the Administration of Book Publishing
Article 35 The supervision and administration of book publishing shall follow the principle of territoriality.

The administrative departments of press and publication of provinces, autonomous regions and municipalities directly under the Central Government shall supervise and manage book publishing within their respective administrative areas according to law, and be responsible for the management of book publishing units within their respective administrative areas, such as examination and registration, annual verification, examination and publication quality evaluation.

Thirty-sixth book publishing management system, quality assurance management system, publishing unit classification management system, publishing unit annual verification system and publishing practitioners professional qualification management system.

Article 37 The General Administration of Press and Publication is responsible for the national book censorship. The administrative departments of press and publication of provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for reviewing the books published within their respective administrative areas, and regularly submit review reports to the General Administration of Press and Publication.

Article 38 The administrative department of press and publication may inspect, reward and punish the quality of books according to the regulations of the General Administration of Press and Publication on book quality management.

Article 39 The General Administration of Press and Publication shall formulate measures for rating book publishing units, evaluate book publishing units and implement hierarchical management.

Fortieth book publishing units shall implement the annual verification system once every two years.

The annual verification shall be conducted according to the following procedures:

(1) A book publishing entity shall submit an annual self-inspection report, fill in the annual book publishing verification form uniformly printed by the General Administration of Press and Publication, and report it to the local press and publication administrative department of the province, autonomous region or municipality directly under the Central Government within the specified time after being examined and sealed by the organizer and the competent unit of the book publishing entity;

(2) The administrative department of press and publication of a province, autonomous region or municipality directly under the Central Government shall, within 30 days after receiving the annual verification materials such as the self-inspection report of the book publishing unit and the annual verification form of book publishing, conduct an audit, issue an audit opinion and submit it to the General Administration of Press and Publication;

(3) The General Administration of Press and Publication shall, within 60 days after receiving the annual verification materials and audit opinions submitted by the press and publication administrative departments of provinces, autonomous regions and municipalities directly under the Central Government, make a reply on whether to pass the annual verification;

(4) A book publishing entity shall go through the registration formalities with the administrative department of press and publication of the province, autonomous region or municipality directly under the Central Government with the approval document of the General Administration of Press and Publication, a copy of the Book Publishing License and other relevant materials.

Forty-first book publishing units in any of the following circumstances, suspend the annual verification:

(1) Being suspended for rectification within a time limit;

(two) the audit found that there are violations of laws and regulations should be punished;

(three) the competent units and organizers did not seriously perform their management responsibilities, resulting in confusion in the management of book publishing;

(four) the contents of the annual verification and self-inspection report are seriously inaccurate;

(five) there are other suspected illegal acts that need further verification.

The period for suspending the annual review is 6 months. During the suspension of annual verification, the book publishing unit will stop publishing all books except textbooks and books in edition. After the expiration of the probation period, the annual verification procedures shall be handled again in accordance with these provisions.

Forty-second book publishing units in any of the following circumstances, shall not pass the annual verification:

(a) the publication orientation seriously violates the management regulations and has not been corrected in time;

(2) Refusing to correct the illegal act after investigation or having no obvious effect after the rectification period expires;

(three) the quality of book publishing has not reached the prescribed standards for a long time;

(four) the business situation has deteriorated, and it has become insolvent;

(5) It no longer meets the conditions stipulated in Article 9 of these Provisions;

(six) the suspension of registration expires, and still does not meet the basic conditions of annual verification;

(seven) do not participate in the annual verification according to the provisions, and have not participated after being urged;

(eight) there are other serious violations.

For book publishing units that fail to pass the annual inspection, the General Administration of Press and Publication shall revoke the book publishing license, and the press and publication administrative departments of provinces, autonomous regions and municipalities directly under the Central Government shall cancel the registration.

Article 43 The results of annual verification may be announced to the public by the General Administration of Press and Publication and the administrative departments of press and publication of provinces, autonomous regions and municipalities directly under the Central Government.

Article 44 Book publishing practitioners shall have the publishing professional qualifications prescribed by the state.

Article 45 The president and editor-in-chief of a book publishing unit shall meet the qualifications and conditions prescribed by the state.

The president and editor-in-chief of a book publishing unit shall participate in the on-the-job training organized by the administrative department of press and publication and obtain the certificate of on-the-job training before taking up their posts.
