Jinan belongs to the warm temperate continental monsoon climate zone, with four distinct seasons and abundant sunshine. The annual average temperature is 13.6℃, the coldest in June is-1.9℃, the highest in July, and the average temperature is 27℃. The average annual rainfall is 6 14 mm.
Jinan is the capital of Shandong Province, a major economic province in the eastern coastal area of China. It is the political, economic, cultural, scientific, educational and financial center of the whole province, and also a sub-provincial city and an open coastal city approved by the state. The total area of the city is 8 177 square kilometers, and the urban area is 3257 square kilometers.
It has jurisdiction over six districts of Lixia, Shizhong, Huaiyin, Tianqiao, Licheng and Changqing, three counties of Pingyin, Jiyang and Shanghe, Zhangqiu, 54 sub-district offices, 65 towns, 27 townships, 487 residents' committees and 4,657 administrative villages.
Jinan has a long history and is a famous historical and cultural city announced by the State Council. Jinan has beautiful scenery and many springs, and is known as the "Spring City". The city tree of Jinan is willow and the city flower is lotus.
Population and nationality
By the end of 2004, the permanent population of Jinan reached 5.9 million, and the natural population growth rate was 3.8‰. Among the 56 ethnic groups in China, 42 ethnic groups live in Jinan. Among them, the population of Han nationality accounts for 98.3 1%, the population of Hui nationality accounts for 1.62%, and the population of other ethnic minorities is small.
History and culture
Jinan is one of the important birthplaces of Chinese civilization. Shun, the leader of a primitive tribe in China, was born and lived in Jinan (about 22nd century BC). Chengziya, in the eastern suburb of Jinan, is the discovery site of Longshan culture (4600-4000 years ago) marked by black pottery in China in the late Neolithic period. The oldest city site in China was discovered here, covering an area of about 200,000 square meters. As a city, Jinan has a history of more than 4000 years. There are many cultural relics in Jinan, including Shungeng Mountain, Shun Cultural Site (22nd century BC), the Great Wall of Qi before Qin Changcheng (3rd century BC), the oldest ground building in China-Guo Tombstone of Xiaotangshan in the Han Dynasty (1 century BC), the oldest stone pagoda in China-Six Temple Pagoda of Sui Dynasty (7th century AD) and Lingling, which is called "the world's first sculpture".
Many famous people in the history of China were born in Jinan, such as Bian Que, the founder of traditional Chinese medicine, Zou Yan, the founder of Yin and Yang, Fang, the founder of the Tang Dynasty (6 18-907), Li Qingzhao, Xin Qiji, Zhang, Li Kaixian, Zhou Yongnian, the pioneer of China Public Library, and Wei Xiang. In addition, outstanding writers and scholars such as Li Bai, Du Fu, Su Shi and Ceng Gong have lived and traveled in Jinan successively, so they have the reputation of "many celebrities in Jinan".
When Qin Shihuang established the county system, today's Jinan area belonged to Jibei County. Jinan County was established in the early Han Dynasty, hence the name Jinan. Jinan has been the capital of Shandong Province since Ming and Qing Dynasties. Jinan was founded in July, 1929.
Municipal organization
Under the leadership of the Production Party of China, the people of Jinan fully enjoy all the rights of citizens. People have the right to vote and stand for election. Jinan Municipal People's Congress and its Standing Committee are the organs of state power in Jinan, which are democratically elected. Voters directly elect deputies to the district and county people's congresses, and the district and county people's congresses elect deputies to the Municipal People's Congress, which elects the Standing Committee of the Municipal People's Congress as a permanent institution, as well as the mayor and deputy mayors. The term of office of Congress is five years.
Jinan Municipal People's Government is the executive organ of Jinan Municipal People's Congress and the national administrative organ of Jinan. Its main functions and powers are to implement the resolutions of the People's Congress and its Standing Committee, stipulate administrative measures, issue decisions and orders, lead the work of subordinate departments and district and county people's governments, implement plans and budgets for national economic and social development, and manage the work of economy, education, science, culture, health, sports, urban and rural construction, finance, civil affairs and public security. The municipal government consists of the mayor, deputy mayors, the secretary-general, directors of committees and offices, and directors of bureaus. The term of office is 5 years.
Jinan Municipal Committee of China People's Political Consultative Conference is a representative Jinan United front organization led by Jinan Municipal Committee.
