From 20 12 to 20 14, Zeng Bin and Niu Nan successively stole 408 rare books of ancient books from many domestic libraries. After identification, there are 2 sets of third-class cultural relics (2 1 volume).

On February 201May 13, Hefei City Procuratorate prosecuted Zeng Bin and Niu Nan. The prosecution alleged that from 20 12, Zeng Bin and Niu Nan went to Ning, He, Yang and Yi successively, and Niu Nan was waiting at the hotel. Zeng Bin stole books from the local library by means of entrainment or borrowing, and then they took them back or packed them and mailed them back to their hometown in Xining.
