Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Metrology Law of People's Republic of China (PRC) and other relevant laws and regulations, combined with the actual situation of this province, in order to strengthen the supervision and management of metrology, ensure the unity of the national system of units of measurement and the accuracy and reliability of the values, protect the legitimate rights and interests of consumers, producers and operators, maintain the social and economic order, and promote the progress of science and technology and the development of the national economy. Article 2 All units and individuals engaged in or involved in metrological activities within the administrative area of this province shall abide by these regulations.

The measurement activities mentioned in these Regulations include:

(1) Establish measurement standards;

(two) to carry out metrological certification, metrological verification, testing and calibration of measuring instruments;

(3) Managing and using measuring instruments;

(four) manufacturing (including assembly), repairing (including modification), installing and importing measuring instruments;

(five) the use of units of measurement;

(6) issue measurement data;

(7) Measurement and settlement of products, commodities and services;

(8) Other relevant measurement behaviors. Article 3 The administrative departments of quality and technical supervision at all levels are the competent departments of metrological supervision and management, and are responsible for organizing the implementation of these Regulations.

The provincial administrative department of quality and technical supervision is responsible for the unified supervision and management of metrological work within its jurisdiction; City (administrative office), county (city, district) administrative department of quality and technical supervision is responsible for the supervision and management of metrological work within their respective jurisdictions.

The relevant administrative departments and industry departments of the people's governments at all levels shall, within the scope of their respective duties, cooperate with each other and do a good job in metrological supervision and management according to law. Article 4 People's governments at all levels shall develop metrological undertakings in a planned way, encourage scientific research in metrology, and popularize advanced metrological science and technology and management methods. Article 5 All units and individuals shall abide by laws and regulations on measurement, and use measuring instruments and measuring units according to regulations, and shall not harm the legitimate rights and interests of users and consumers.

Enterprises and institutions should improve and perfect testing methods, train metrological personnel, strengthen metrological management, and improve metrological assurance ability. Chapter II Use of Units of Measurement Article 6 International units of measurement and other units of measurement selected by the state shall be the national legal units of measurement. The names and symbols of national legal units of measurement shall be implemented in accordance with the relevant provisions of the State Council. Article 7 Unless otherwise stipulated by laws and regulations, the national legal units of measurement shall be used to engage in or involve the following activities:

(1) Making official documents, bulletins and statistical statements;

(two) the preparation of radio and television programs;

(3) Teaching and scientific research, and publishing reports and academic papers;

(four) to formulate standards, technical specifications and verification procedures;

(5) Making and publishing advertisements;

(6) Publishing books, newspapers, audio-visual products and electronic publications;

(seven) the use of computer Internet for government and business activities;

(8) Printing bills, vouchers and account books;

(nine) the production and operation of goods, marked with commodity identification, labels, price tags, the preparation of product specifications;

(ten) issued by the verification, calibration, testing, inspection and test data and documents;

(eleven) other activities stipulated by the state that legal units of measurement should be used. Article 8 Units of measurement of export commodities may use them in accordance with the contract; If there is no unit of measurement in the contract, the legal unit of measurement shall be used. Chapter III Manufacture, Repair and Installation of Measuring Instruments Article 9 Units and individuals that manufacture or repair measuring instruments shall have the corresponding technical conditions for production, pass the examination by the administrative department of quality and technical supervision, and obtain the License for Manufacturing Measuring Instruments and the License for Repairing Measuring Instruments.

Shall not forge, falsely use, transfer or defraud the License for Manufacturing Measuring Instruments and the License for Repairing Measuring Instruments. Article 10 To manufacture new measuring instruments, an application shall be made to the administrative department of quality and technical supervision for type identification, type approval or prototype test.

The type identification of new measuring instruments shall be carried out by the metrological verification institution authorized by the administrative department of quality and technical supervision of the state; The type of new measuring instruments shall be approved by the provincial administrative department of quality and technical supervision; The prototype test of new measuring instruments shall be carried out by the metrological verification institution authorized by the provincial administrative department of quality and technical supervision. Article 11 When manufacturing measuring instruments, the license mark and number of measuring instruments shall be marked on the nameplate, certificate and specification of measuring instruments in accordance with regulations, and the name and address of the enterprise shall be marked on the nameplate or packaging of measuring instruments in Chinese. Twelfth manufacturing and repairing measuring instruments shall not have the following acts:

(a) manufacturing and repairing measuring instruments that are explicitly prohibited or eliminated by the state;

(2) Assembling or repairing measuring instruments with defective parts;

(three) measuring instruments that have not been verified or failed to pass the verification;

(four) forgery or fraudulent use of the "license for manufacturing measuring instruments" logo and its serial number, enterprise name and address. Thirteenth units and individuals engaged in the installation of measuring instruments shall report their business scope to the local administrative department of quality and technical supervision for the record. Chapter IV Operation and Use of Measuring Instruments Article 14 Units and individuals that operate measuring instruments shall register with the local administrative department of quality and technical supervision for the record after obtaining business licenses and handling tax registration.
