The goal of the project is that from 2003 to 2005, the Ministry of Culture and the Ministry of Finance will donate 3.9 million books suitable for rural areas to 300 national key county libraries and 3,000 township libraries (rooms). Send 1000 books to county libraries every year, totaling 3,000 books in three years; Every year, more than 330 books are sent to township libraries (rooms), totaling 1000 books for three years. The Ministry of Finance arranges 20 million special funds for the project of sending books to the countryside every year, and 60 million for three years.

The project of sending books to the countryside is an important measure to thoroughly implement the spirit of the 16th CPC National Congress. Directly facing the poor, the old and the young and the central and western regions, we will focus on solving the problems of poor collection quality and insufficient funds for books in county libraries and township libraries in poverty-stricken areas, and strive to meet the people's demand for knowledge and information. The project adopts the implementation methods of book selection by experts, centralized procurement, unified binding and direct distribution. Book distribution will use a unified design cover, printed with the words "Ministry of Culture, Ministry of Finance to send books to the countryside project" and a proprietary logo. The principle of book selection and distribution is that the content is healthy and practical, readable and suitable for rural readers. The contents include political theory, ideological and moral construction, market economy, legal knowledge, popular science knowledge, agricultural science and technology, practical technology, medical care, encyclopedia of life, literature and art, historical knowledge, sports and entertainment, etc., such as: research on rural villagers' self-government system in China, one-stop series of people's law, and popular science literature in China. In order to make the best use of everything, the project of sending books to the countryside has made special provisions on the conditions for donating libraries (rooms). County libraries must meet three conditions: 1. Belonging to the national key poverty alleviation and development counties; 2. The building area of the library is more than 500 square meters; 3. The weekly opening time is not less than 48 hours. Township libraries (rooms) must meet five conditions: 1. Towns and villages under the jurisdiction of key counties for national poverty alleviation and development; 2. There are places for keeping books and borrowing books, not less than 50 square meters; There are 3 full-time (part-time) staff who have received professional training in libraries at or above the county level; 4. There are rules and regulations such as book borrowing and storage; 5. The weekly opening time is not less than 20 hours.

In order to promote the smooth progress of the project of sending books to the countryside, the Ministry of Culture and the Ministry of Finance jointly established a national leading group for sending books to the countryside, with an office under the leading group, located in the Social and Cultural Department of the Ministry of Culture. At the same time, the national book distribution center of the project of sending books to the countryside was established and located in the National Library. The specific implementation steps of the project are as follows:

(a) according to the conditions of donated libraries (rooms), according to the allocation of places, all localities choose the list of county libraries and township libraries (rooms) that accept books, fill in the declaration form of donated libraries (rooms), determine the units responsible for receiving and delivering books in this province (autonomous regions and municipalities directly under the Central Government), and submit it to the office of the National Leading Group for Sending Books to the Countryside Project.

The list of county and township libraries (rooms) that receive books shall be determined after examination and approval by the national leading group for sending books to the countryside.

(2) Through investigation and demonstration, the expert book selection group recommends 350 kinds of books and 200 kinds of alternative books before the end of March each year, and the distribution bibliography is determined after being audited by the leading group of the project of sending books to the countryside.

(3) The National Book Distribution Center shall, according to the confirmed list of books to be distributed, contact the relevant publishing houses, order books, print the covers and bind them uniformly.

(four) the National Book Distribution Center shall, according to the confirmed list of donated libraries (rooms), send books to the units responsible for receiving and delivering books in the relevant provinces (autonomous regions and municipalities directly under the Central Government).

(five) all localities are responsible for receiving and distributing books and sending them to the county and township libraries (rooms) in this province.

(VI) The cultural departments (bureaus) of relevant provinces (autonomous regions and municipalities directly under the Central Government) shall report the implementation of local books going to the countryside project in June 5438+February every year, and the reception and utilization of books in relevant county and township libraries (rooms) shall be reported to the Office of the National Leading Group for Books Going to the Countryside Project.
