Article 31. A periodical agency that publishes official periodicals with independent management and independent accounting may apply to the administrative department for industry and commerce for a business license with the consent of the superior competent department and the administrative department of press and publication, and carry out various business activities within the scope permitted by national laws and regulations.

A periodical agency that publishes official periodicals issued internally shall not engage in opening to the outside world or foreign-related business activities. A periodical agency that publishes informal periodicals shall not engage in business activities.

Publishing advertisements about newspapers and periodicals must verify the Newspaper Registration Certificate; When publishing a book advertisement, the name of the publishing unit shall be indicated. Official periodicals may not publish advertisements in internal publications such as informal periodicals and newspapers; Publicly issued periodicals shall not advertise for internal official newspapers and books. .

Thirty-second public periodicals shall register their names as trademarks in accordance with the provisions of the Trademark Law of People's Republic of China (PRC).

Thirty-third public periodicals shall not reprint or extract the contents of internal publications such as books, newspapers and periodicals issued internally; If it is necessary to reprint under special circumstances, the consent of the publication publishing unit that has been reprinted or edited must be obtained.

Publicly-issued periodicals shall not publish news about internal publications and their activities.

Article 34 The establishment of offices or journalist stations in other places or the printing and distribution of periodicals in areas other than the place of registration must be approved by the local press and publication bureau and subject to the management of the local press and publication administration. Official periodicals and informal periodicals issued internally shall not set up offices, reporter stations or other similar institutions.

Article 35 The internal organization, staffing, funds and accounting methods of a periodical agency shall be decided by the periodical agency or its superior competent department.
