General classification:
1, state administrative enterprise
According to the authority of state-owned assets management, state administrative enterprises are divided into central enterprises (state-owned enterprises supervised and managed by the central government) and local enterprises (state-owned enterprises supervised and managed by local governments). Individual central enterprises have a special responsibility in the process of national social and economic development, which belongs to the direct management of the State Council, and these central enterprises belong to the ministerial level.
2. Public-private joint ventures
Specific forms of cooperation include: contract contracting, leasing, existing facilities operation and maintenance agreement, BOT (build-operate-transfer).
3. Sino-foreign joint ventures
The general procedures for establishing a joint venture are: project initiation, negotiation, signing, examination and approval, registration and registration.
