Article 2 The children's after-school education institutions mentioned in these Regulations (hereinafter referred to as "after-school education institutions") refer to children's palaces, Children's Home (stations), children's activity centers, rural children's cultural parks, children's amusement parks, children's libraries (rooms), children's science and technology museums, children's art museums, children's amateur art schools, children's field camps, children's labor bases, and youth palaces and children's labor centers that mainly serve children.
Article 3 The basic task of an off-campus educational institution is to provide children with ideological and moral education with the basic content of loving the motherland, people, labor, science, dedication and socialism through various forms. Popularize knowledge of science and technology, culture and art, sports health and labor technology. ; Cultivate their interests, hobbies and all-round development; Cultivate their innovative spirit of independent thinking, hands-on thinking and courage to practice, and promote the all-round development and healthy growth of children.
Article 4 The work of off-campus educational institutions shall follow the following principles:
(a) for all children, for the school, for the young pioneers, the implementation of the combination of school, family and society;
(2) Moral education, intellectual education and physical education should permeate each other and be organically combined;
(three) follow the law of children's physical and mental development, in line with children's characteristics, entertaining, knowledgeable, scientific and interesting in the activities;
(4) Combination of popularization and improvement. While attaching importance to and improving universal sex education activities, we should strengthen the cultivation and training of children with special skills to make them develop healthily.
Article 5 Local governments at all levels shall make macro-coordination and guidance on the work of off-campus educational institutions. The business work of all kinds of off-campus educational institutions at all levels shall be guided by the local competent department.
Article 6 The State encourages enterprises, institutions, social organizations, other social organizations and individual citizens to establish off-campus educational institutions of various forms, contents and levels or to donate off-campus educational undertakings according to law.
