The Competition Committee requires the competition unit to design not only the main building of the first phase, but also the overall layout and spatial form design of the Hakka Cultural Park, as well as the greening, vertical and municipal planning and design of the first phase. The planned land area is 130 hectares, of which the planned land area for the first phase is about 45 hectares, and the estimated total investment of the project is about 200 million yuan. The first phase of the building consists of Heyuan Hakka Ancient Town Museum, Heyuan City Library and Heyuan Urban Planning Exhibition Hall.

The Competition Committee requires that the design scheme of the competition unit should fully consider the development trend of modern museums, libraries and exhibition halls, and pay attention to the design concept of "people-oriented"; It is necessary to fully consider the climate characteristics of Heyuan city and reflect the requirements of energy saving, environmental protection and sustainable development; The architectural and spatial images are clearly marked, the planning reflects the spirit of the times and local characteristics, and fully displays the urban image of Heyuan as "Hakka Ancient Town and Lvwan Heyuan"; We should fully respect and make use of the existing conditions and consider the planned future environment; Meet the requirements of various functions, with reasonable layout and great adaptability and flexibility.
