The bill must be included in the agenda of the general assembly for deliberation. The function of the bill is for the reference of the relevant departments in future decision-making, and it can be adopted or not. Therefore, "proposal" and "motion" are two fundamentally different languages.

First of all, bills can only be introduced by CPPCC members and bills can only be introduced by NPC deputies.

Secondly, in terms of legal effect, the National People's Congress is the organ of power, and once the NPC deputies' bill is passed, it will have legal effect. CPPCC member's proposal is a form of democratic supervision and is not legally binding.
