The library implements free reading and can borrow documents with a valid reader's card with borrowing function. To apply for a reader's card, you need to bring the second-generation ID card to the self-service accreditation machine, or bring the original ID card, including ID card, household registration book, military ID card, driver's license, foreign passport, Hong Kong and Macao ID card and Taiwanese card, and go to the main service desk for manual processing.

The Capital Library accepts/kloc-readers over 0/3 years old, and the Beijing Children's Library accepts/kloc-readers under 8 years old. China citizens and foreigners aged 13 can apply for a reader's card, and readers under 13 need to go to the children's library. Soldiers, disabled people, elderly people over 60 years old and/kloc-minors over 0/3 years old can apply for discount cards at the main service desk with valid certificates.

Located in the East Third Ring Road, Chaoyang District, Beijing, Capital Library is a comprehensive large-scale public library in Beijing. It is a "national first-class library" assessed by the former Ministry of People and Culture of China, and the first batch of "national key protection units of ancient books".

The history of Capital Library can be traced back to 19 13, which was formed by the merger of Shi Jing Library Branch, Shi Jing Public Library and Central Park Library initiated by Mr. Lu Xun. After the Northern Expedition Revolution, the original three libraries were renamed and merged several times and changed to Beijing No.1 Library. 1953, renamed Beijing Library; 1956 10 month, officially named Capital Library.
