Article 1 This Law is formulated with a view to promoting the development of public libraries, giving full play to their functions, safeguarding citizens' basic cultural rights and interests, improving citizens' scientific and cultural quality and social civilization, inheriting human civilization and enhancing cultural self-confidence.
Article 2 The term "public library" as mentioned in this Law refers to a public cultural facility that is open to the public free of charge, collects, sorts out and preserves literature information, provides inquiry, borrowing and related services, and carries out social education.
The document information mentioned in the preceding paragraph includes books, newspapers, audio-visual products, microforms and digital resources.
Article 3 A public library is an important part of the socialist public cultural service system, and its important task should be to promote, guide and serve the whole people.
Public libraries should adhere to the orientation of advanced socialist culture, people-centered and socialist core values-oriented, inherit and develop Chinese excellent traditional culture, inherit revolutionary culture and develop advanced socialist culture.
