Chapter I General Provisions Article 1 In order to ensure the healthy development of the printing industry, stop illegal printing activities and promote the construction of socialist material civilization and spiritual civilization, these measures are formulated in accordance with the relevant provisions of the state and combined with the actual situation in our province. Article 2 Enterprises and institutions, other economic organizations and individual industrial and commercial households (hereinafter referred to as printing enterprises) engaged in business activities such as typesetting, plate making, printing, binding, lettering, copying, photocopying, mimeograph, photocopying and printing within the administrative region of this province must abide by these measures. Article 3 It is forbidden to print printed materials and other illegal publications that violate national laws and regulations, such as reactionary contents, propaganda of murder and violence, feudal superstition, pornography and counterfeit trademarks. Chapter II Establishment and Management of Printing Enterprises Article 4 The establishment of a printing enterprise shall meet the following conditions:

(a) in line with the national industrial policy and industry development plan, with clear articles of association;

(2) Having a fixed production site that meets the national safety standards and fire safety regulations;

(3) Having funds, equipment and technical personnel suitable for the registered business projects;

(4) Having safety, production management, technical quality and related management systems suitable for the business project. Article 5 Bidding and printing enterprises shall abide by the following provisions:

(a) the consent signed by the local street office, the township government or the competent department of the enterprise;

(two) approved by the administrative department of press and publication (culture) of the local people's government at or above the county level, and issued a "printing license";

(3) After examination and approval by the public security organ of the local people's government at or above the county level, the Special Trade License shall be issued;

(four) to engage in the printing business of trademarks, tax invoices, packaging and decoration, state secret carriers, maps, etc., must be approved by the relevant departments of industry and commerce administration, taxation, light industry, security, surveying and mapping, and issued a license;

(5) Apply to the local administrative department for industry and commerce for registration and approval with the documents specified in Items 1 to 4 of this paragraph, and report to the tax authorities for tax registration within 30 days after obtaining the business license.

The establishment of foreign-invested printing enterprises shall be handled in accordance with the examination and approval authority of foreign-invested enterprises and the provisions of the preceding paragraph. Article 6 Those who have not been approved and registered shall not engage in printing business. Article 7 When a printing enterprise changes its main registered items, closes down, changes jobs, merges, splits or moves, it must go through the formalities of change or cancellation of registration with the original examination and approval authority, the administrative department for industry and commerce and the tax authorities. Article 8 The internal printing houses of state organs, armed forces, organizations, enterprises and institutions shall go through the registration formalities with the administrative departments of press and publication (culture) and light industry of the local people's governments at the county level and file with the public security organs. Without the special trade license of the public security organ and the industrial and commercial registration of the administrative department for industry and commerce, it is not allowed to engage in foreign business printing business. If it is necessary to handle foreign business, it shall be handled in accordance with the provisions of Article 5 of these Measures. Article 9 Printing enterprises must establish management systems for printing, registration, production, inspection, producer of printing, producer of sales, storage and delivery.

Printed materials must be registered by designated personnel. If the printing unit is entrusted, the name, address, ID card of the agent, printing content and quantity of the entrusted printing unit shall be registered; When printing personal printed matter, the identity card, address, printed content and quantity of the client shall be registered. If approval is required in accordance with the regulations, the name and number of the printed approval letter shall also be registered.

Printed matter registration books (volumes) shall be bound by year and month, and after three years' preservation, they can be destroyed with the approval of the public security organs of counties (cities, special zones and districts). Chapter III Management of Books and Newspapers Printing Article 10 The fixed-point printing and licensing system shall be implemented in the printing of books and newspapers. Article 11 An enterprise with the conditions for printing books and newspapers may apply to the administrative department of press and publication (culture) for fixed-point printing qualification and printing license.

(a) to apply for the designated printing of national and provincial books and newspapers, the provincial administrative department of press and publication shall review and agree, and report to the General Administration of Press and Publication for approval;

(two) the application for the printing license of books, newspapers and periodicals shall be examined by the administrative department of press and publication (culture) of the prefecture (city) and reported to the provincial administrative department of press and publication for approval;

(3) The application for permission to print internal materials shall be examined by the administrative department of press and publication (culture) of the people's government at the county level, approved by the administrative department of press and publication at a higher level, and reported to the administrative department of press and publication at the provincial level for the record. Twelfth books and newspapers printing enterprises designated by the state and the province can print the publications of publishing units inside and outside the province and the internal materials of non-publishing units; A printing enterprise holding the License for Printing Books and Newspapers may print the internal materials of non-publishing units, but the printing of official publications must be approved by the provincial press and publication administrative department; An enterprise with a license to print internal materials may print internal materials, but may not print official publications.

With the consent of the provincial press and publication administrative department, printing enterprises may print overseas publications, but all of them shall be shipped out of the country. If you need to sell it in China, you must go through the relevant import procedures. Thirteenth printing enterprises must abide by the following provisions when printing books, newspapers and internal materials:

(a) the official publication of the printing and publishing unit must verify the original distribution list and printing list issued by the publishing unit;

(2) For printing internal materials, it is necessary to verify the original approval of the competent department of the printing unit and the original License for Printing Internal Materials issued by the administrative department of press and publication (culture);

(3) To print books, newspapers or internal materials, the standard book number, newspaper registration certificate number and internal materials printing license number of the books must be printed on the copyright page of the publication according to the regulations, and the name, format, number of sheets, number of prints, publication date and version of the publishing unit, author or editor (translator), publishing unit and printing unit shall be printed completely; Books and official periodicals must be printed with uniform bar codes at specified locations;

(4) Publications commissioned by publishing units and non-publishing units shall not be printed, sold or transferred for printing, nor shall they be rented or transferred to others to copy the paper, plates and negatives commissioned for printing;

(5) When entrusting publishing units and non-publishing units outside the province to print books, newspapers and periodicals, it is necessary to verify the original approval issued by the provincial press and publication administrative department where the printing unit is located and the original approval issued by the Guizhou provincial press and publication administrative department;

(6) The compilation, selection and classification of printing laws, regulations and rules shall be handled in accordance with the Regulations on the Administration of Compilation and Publication of Regulations.
