Civilian cadres are generally engaged in scientific research, engineering technology, medical and health care, teaching, news, publishing, books, archives, literature, sports and so on. Most of them are professional and technical civilian cadres, and some of these units are non-technical civilian cadres engaged in administrative management.

Civilian cadres are generally established in units above the army level, and professional and technical cadres in combat, experiment and training support units below the division level are called professional and technical officers. Civilian cadres have the same status as officers, except that they are not awarded ranks. Civilian cadres and officers may be transferred to other positions according to the needs of their work, and civilian cadres who are transferred to officers shall be awarded corresponding ranks according to their positions.

Professional and technical officers and professional and technical civilian cadres have the same job grade;

Professional and technical officers and professional and technical civilian cadres have 14 job grades corresponding to military, political, logistics and equipment officers, and enjoy corresponding treatment from deputy chairman of the Central Military Commission and members of the Central Military Commission to platoon positions. However, in terms of political treatment, the technical level is treated as a regular military post, and the technical level 2 and 3 are treated as deputy military posts (this can also be seen from the position of professional technical officers, and finally I will introduce it to you). The rank seniority badge on his military uniform wears the highest five rows of military posts. However, technical level 3 and above enjoy the treatment above the corps level, far exceeding the corps level, especially for civilian cadres above the technical level 3, and there is no upper age limit for service. Civilian cadres are not awarded ranks, but in order to have a corresponding rank with the rank of officer, a corresponding civilian rank is set, which corresponds to the rank of officer:

Super (corresponding to general), 1 (corresponding to lieutenant general), 2 (corresponding to major general), 3 (corresponding to senior colonel), 4 (corresponding to colonel), 5 (corresponding to lieutenant colonel), 6 (corresponding to major), 7 (corresponding to captain), 8 (corresponding to lieutenant) and 9 (corresponding to second lieutenant).

Professional and technical civilian cadres' job grades:

Professional and technical level: exceeding the standard1; Professional technology level 2: 1 level 2.

Professional technology level 3: level 21; Professional technology level 4: level 2 and level 3.

Senior professional title professional skills level 6, level 7/intermediate professional title professional skills level 6: level 4, level 3.

Senior professional title level 8 professional skills/intermediate professional title level 7 professional skills: level 4 and level 5.

Professional technology level 9: level 5, level 6; Ten levels of professional technology: six levels and five levels.

Professional technology 1 1 Grade: Grade 7, Grade 6; Professional technology 12: 7 and 8.
