Method 1: Make two mutually perpendicular auxiliary lines-select the ellipse tool and place it at the intersection of the two lines, while holding down SHIF and ALT keys-drag the mouse to draw the first circle-and use strokes. The second circle can draw concentric circles in the same way.

Method 2: After drawing the circle, copy a layer (change the color of the circle), press the key combination of "CTRL+T" (eight control points appear), then press the key combination of "ALT+SHIT" and drag the mouse at any control point of the four corners of the mouse to finish (copying the layer).
