Article 5 The design bidding of industrial traffic construction projects should generally be carried out in the feasibility study stage, while other construction projects mainly involve design bidding. Chapter III Bidding Article 6 The bidding unit is generally the construction unit or the competent department of construction projects, and the bidding offices of provincial, municipal and local construction projects or qualified technical consulting departments may also accept the entrustment to organize bidding. (4) The examination and approval procedures for design bidding have been completed. Article 10 When inviting bids, a project bidding leading group, a bid evaluation committee and corresponding offices shall be established.
(a) the bidding leading group consists of the project department, the infrastructure comprehensive department, the construction unit, the person in charge of the bidding office of the city where the project is located, the city planning department and the chairman and vice chairman of the bid evaluation committee, and its responsibilities are:
1. Approve the bidding documents;
2. Leading the organization of bidding, bid evaluation and calibration;
3. Discuss and decide on major issues in the bidding process.
(2) The Bid Evaluation Committee is composed of relevant experts and department heads invited by the bid inviting unit, whose duties are:
1. Evaluate all bidding schemes;
2. The members of the bid evaluation committee decide the ranking of bidding schemes by secret ballot, and recommend two excellent schemes to be submitted to the bidding leading group for examination and approval.
(3) The bidding office is organized by the construction unit. Its duties are:
1. Draft the tender documents;
2. Provide the bidders with the basic design data needed to prepare the bidding documents;
3. Organize on-site reconnaissance and be responsible for answering questions;
4. Send the bid-winning notice;
5. Deal with the daily work of bidding. Article 11 Bidding procedures.

(five) the main terms and requirements of the contract;
(six) the way of supply of design materials and the way of examination of design documents;
(seven) the time and place of organizing the on-site reconnaissance and explanation in the tender documents;
(eight) the start and end date of the tender and the date and place of bid opening;
(9) Other contents and attachments.
