The municipal and district people's governments shall, according to the local social, economic and cultural development and population distribution, make overall planning and rational layout, and establish a public library system covering urban and rural areas.

The municipal administrative department of culture shall, according to the national economic and social development plan, the overall urban planning and the overall land use planning, prepare the construction plan of public libraries, and report it to the Municipal People's Government for examination and approval after being audited by the municipal development and reform, planning and land management departments. The location of a public library should be located in an area with relatively concentrated population, convenient transportation and good municipal facilities, and meet the requirements of safety, hygiene and environmental protection standards and reasonable service radius.

If the site selection of a public library that has been built or started construction before the implementation of these Regulations does not conform to the provisions of the preceding paragraph, the municipal and district people's governments shall gradually improve the public transportation and municipal facilities supporting the public library, and improve the safety, hygiene and environmental conditions around the public library in accordance with relevant standards. The municipal and district people's governments shall set up public libraries at the corresponding levels.

Guangzhou Library, established by the Municipal People's Government, is the central library of the city's public libraries. According to the development planning and actual needs of public libraries, the central library can set up comprehensive or professional branches directly under it.

The District People's Government shall be responsible for the construction of district, town and street public libraries, and establish a general and branch library system with district public libraries as regional headquarters and town and street public libraries as branches. The towns and streets where provincial, municipal and district public libraries are located may not set up branch libraries. The District People's Government shall promote the construction of village and community libraries or service outlets according to local conditions, and may set up libraries or service outlets in densely populated areas such as schools, enterprises, subway stations, railway stations, bus stations and airports.

The relevant units shall, according to the actual situation, provide necessary support for the construction of libraries or service outlets in terms of venues, supporting facilities and equipment. The Municipal People's Government shall set up a children's library. The District People's Government may set up a children's library. The children's library established by the municipal and district people's governments is a professional branch of the central library and the regional general library.

Children's reading areas should be set up in the central hall and the regional general hall. The central pavilion and the regional general pavilion should be built independently. Town, street branch libraries or village and community libraries can be built together with other cultural facilities or use other existing buildings.

If a public library (room) is jointly built with other cultural facilities, it shall conform to the use function and environmental requirements of the library (room), form its own area, and set up separate entrances and exits. The construction area of public libraries is determined according to the number of permanent residents within the service scope, and the population growth factor is properly considered. The construction area of a public library per thousand people shall meet the following requirements:

(a) the municipal public library has reached more than ten square meters;

(2) The total area of the regional general library and the sub-libraries of towns and streets is more than 37.5 square meters, but the area where the provincial and municipal public libraries are located may be appropriately lower than the above standards.

The construction area of municipal and district public libraries and sub-libraries of towns and streets shall not be lower than the national minimum standards.

The reading area of children in public libraries should not be less than 20% of the borrowing service area of the whole library. The total collection of books in public libraries should be higher than the national standard. Based on the permanent population within the service scope of public libraries, by 2020, the per capita possession of paper information resources will meet the following requirements:

(a) the municipal public library has reached more than one book (piece);

(two) the total number of regional headquarters and branches in towns and streets has reached more than two volumes (pieces). Public libraries should constantly improve and enrich the literature information resources. The construction of literature information resources should give consideration to paper information resources, digital information resources and other information resources to meet the needs of serving the public.

Based on the permanent population within the service scope of public libraries, the annual per capita paper information resources of public libraries shall meet the following requirements:

(a) the municipal public library is not less than 0.06 volumes (pieces);

(2) The total number of regional headquarters and branches in towns and streets shall not be less than 0. 14 (pieces). Public libraries should strengthen the construction and sharing of digital information resources. The central library should establish a unified universal digital information resource pool in the city, integrate digital information resources with traditional carrier resources, and provide digital and networked services for users of public libraries in the city; Regional headquarters can build a digital information resource library with local characteristics. The digital information resource library built by the regional general library should establish a link on the website of the central library.

In the construction of digital information resources, we should pay attention to the application of information technology, and determine the corresponding processing grade and storage period according to the use of digital information resources. Excellent cultural heritage should be preserved for a long time.

The central library and the regional general library should establish a perfect management platform for digital information resources, realize the scientific management of digital information resources, strengthen the protection of intellectual property rights, and ensure the legitimate use of digital information resources. No unit or individual may dismantle the public library (room) or change its function and use without authorization.

If a public library (room) is demolished or its functions and uses are changed with the approval of law, it shall be rebuilt or relocated in accordance with the relevant laws, regulations and the provisions of this Ordinance. The public library (room) rebuilt or relocated in the original site shall meet the planning requirements and shall not be less than the original scale. The public library (room) should be moved after the new library (room) is completed. The municipal and district people's governments shall, in accordance with the standard of 1 10,000 to 1 0.5 million staff serving the permanent population, and in combination with factors such as service time, building scale, collection resources and user service, reasonably allocate a corresponding number of public library staff. Staff can be equipped in various forms and types.

The new managers and professional technicians of public libraries should have bachelor degree or above and professional knowledge and skills suitable for their jobs, and open recruitment should be carried out in accordance with relevant regulations. The specific requirements shall be formulated separately by the municipal administrative department of culture and announced to the public.

Public libraries should establish and improve the system of professional training and continuing education for staff and workers according to the development of library cause and business needs. Public libraries implement the curator responsibility system.

The director of the municipal public library shall have the corresponding senior professional title or the corresponding deputy senior professional title with more than five years of library work experience.

The curator of the regional general library shall have the corresponding title of deputy senior or above or the corresponding title of intermediate or above with more than three years of library work experience. The Center Pavilion shall perform the following duties:

(a) responsible for the guidance and coordination of the city's public library business;

(two) responsible for formulating and organizing the implementation of the unified business standards and service norms of public libraries in the city;

(three) responsible for the overall planning of the city's public library lending service network, information management system and digital library construction;

(four) responsible for organizing the professional training of public library staff in the city;

(five) to carry out domestic and foreign exchanges and cooperation in the field of library. Under the operational guidance of the Central Library, the regional headquarters shall perform the following duties:

(a) responsible for the unified management of branch libraries;

(two) in accordance with the unified business standards of the city, responsible for the procurement, cataloging and logistics of the library and its branches;

(three) according to the unified service standards of the whole city, formulate the service standards of public libraries (rooms) and service outlets in this area;

(four) responsible for the overall deployment of the staff of the library and its branches;

(five) to carry out domestic and foreign exchanges and cooperation in the field of library. Public libraries should improve the utilization rate of library space and collection paper information resources, regularly check the collection paper information resources, allocate and use paper information resources with use value but relatively low utilization rate between libraries, or establish a repository for collection; Paper information resources that cannot be used due to serious damage or scrapping can be eliminated according to relevant procedures.

Public libraries should formulate the elimination rules of paper information resources that meet the needs of the development of their collections, and report them to the competent department of cultural administration for approval before implementation. Books, newspapers, periodicals, audio-visual products, microforms, electronic publications, etc. Published by a publishing unit legally registered in this Municipality, it shall be submitted to Guangzhou Library within 60 days from the date of publication; Children's publications should be submitted to Guangzhou Children's Library in two volumes.

The people's governments at all levels and their functional departments shall, within 60 days from the date of publication, submit four volumes (pieces) to the public library at the corresponding level for data preservation.

Encourage natural persons, legal persons or other organizations to donate all kinds of publications and materials published or compiled by public libraries through various means.

A public library with paid donation shall issue a certificate of accepting payment or donation to the publishing and editing unit, regularly compile a catalogue of books with paid donation and announce it to the public. The municipal administrative department of culture shall formulate evaluation standards for public libraries and establish a third-party evaluation mechanism.

The municipal and district cultural administrative departments shall regularly evaluate the establishment, management and service of public libraries. Encourage the establishment of library industry organizations, and support industry organizations to play the role of industry self-discipline, industry representatives, industry services, industry guidance and industry coordination.

The responsibilities and rules of procedure of library trade organizations are stipulated in their articles of association.
