Economic indicators of the proposed urban area: the per capita GDP or the per capita budget revenue of the local government at the corresponding level is within the top 40% of the counties under the jurisdiction of this province for two consecutive years, and the added value of the secondary and tertiary industries accounts for no less than 80% of the regional GDP.

3. Indicators of planned urban resources and environmental infrastructure: the public water supply penetration rate is not less than 95%, the sewage treatment rate is not less than 90%, the harmless treatment rate of domestic garbage is not less than 90%, the coverage rate of community comprehensive service facilities is not less than 90%, the green space rate in the built-up area is not less than 33%, the average road network density in the built-up area is not less than 7 kilometers per square kilometer, and the road plot ratio in the built-up area is not less than 13%.

4. Basic public service indicators of the proposed municipal area: the housing of low-income families with permanent urban population is fully covered, and the basic public employment service covers the permanent urban population. The gross enrollment rate in high school is not less than 90%, the number of beds in medical and health institutions per thousand permanent residents is not less than 3.5, the number of practicing (assistant) doctors per thousand permanent residents is not less than 1.8, and the number of beds for the elderly per thousand is not less than 0.8.
