Fourteenth units in charge of the project shall, in strict accordance with the provisions of these measures, formulate internal management measures, establish and improve the internal control system, and strengthen the supervision and management of project funds. Article 16 After the completion of the project, the person in charge of the project shall, jointly with the financial department of the unit where he works, clear up the project revenue and expenditure accounts, prepare the final accounts of the project in the Letter of Approval of the National Social Science Fund Project, and attach the detailed accounts of the project expenses printed by the financial department. The person in charge of the project and the unit should fill in the final accounts of the project realistically. After receiving the receipt of the expenditure plan, the National Social Science Planning Office will transfer the project funds to the bank account of the unit where the project leader works, which will be managed by the unit in a unified way. Project funds are not allocated to individual project research members.

Eighteenth project funds are approved at one time, allocated by stages, used at one time, and the cost overruns are not made up. Specially entrusted projects and key projects are generally distributed in three times. When the project is established, 40% of the funds will be allocated according to the receipt, 30% will be allocated according to the annual list of national social science fund projects in the following year, and the remaining 30% will be retained. General projects and youth projects are generally allocated twice. In the year when the project was established, 70% of the funds were allocated according to the payment, and the remaining 30% was retained. Reserved funds shall be allocated after the acceptance of the project, and those that fail to pass the acceptance shall not be allocated.

Nineteenth the person in charge of the project shall, under the guidance of the scientific research management department and the financial management department of the unit, independently control the project funds as planned. The scope of use of project funds mainly includes:

1. management fee: refers to the management fee drawn by the scientific research management department and the financial department of the unit where the project leader works (2,000 yuan for each special entrusted project and key project, and 1500 yuan for each general project and youth project, and it is not allowed to be over-drawn or repeatedly drawn). The ratio of scientific research management department and financial department to share management fees can be 3:2.

2. Data fees: refer to the fees for data collection, copying, reprinting and translation, as well as the necessary book purchase fees.

3. Travel expenses for research: refers to the travel expenses for domestic research activities to complete the research work of the project, and its standards shall be implemented with reference to the relevant provisions of the state. Research travel expenses involving Hong Kong, Macao and Taiwan must be approved by the National Social Science Planning Office. Travel expenses that are directly related to the subject and really need to go abroad for inspection shall be approved by the National Social Science Planning Office.

4. Small-scale conference fee: refers to the cost of small seminars held around the project research.

5. Purchase and use fees of computers and their auxiliary equipment: if computers are really needed for project research, and the project leader does not have computers or his unit is not equipped with or unable to provide computers, he can purchase a computer with the approval of the unit where the project leader works, and its ownership belongs to his unit. Computer use fees refer to computer use fees, entry fees, internet access fees and software fees for data query and information exchange for project research.

6. Consulting fee: refers to the fees for questionnaire survey and expert consultation of project research, and the withdrawal amount generally does not exceed 8% of the project funds.

7. Printing fee: refers to the printing fee, printing fee and copying fee of the research results of the project.

Twentieth results appraisal fees (including expert service fees, appraisal materials mailing fees, etc.). ) by the National Social Science Planning Office. According to the thirty-fourth grading appraisal method, the expert service fee for the final results of key projects is approved and allocated by the National Social Science Planning Office; The appraisal fee for the achievements of general projects and youth projects shall be allocated by the provincial social science planning office entrusted by the National Social Science Planning Office and the entrusted management institution in Beijing. The service fee of each expert varies from 300-800 yuan according to the final result form and the number of words.

Twenty-first after the project research results have passed the acceptance, the remaining funds (including the reserved funds) can be used for the publication of the project research results. Article 26 The collection, use and management of funds for self-financing projects must comply with the relevant state financial system and management measures. Self-raised funds are managed by the unit where the project leader works.

The financial department shall properly keep the accounts and vouchers of the project funds for the supervision, inspection and audit of the relevant departments at higher levels.
