The concept of publication is not clearly explained in the Copyright Law. According to the Regulations for the Implementation of Copyright Law, publishing means editing and processing works, and then distributing them to the public by copying. Through this explanation, we can see that distribution and reproduction are usually linked, the purpose of reproduction is distribution, and distribution is the inevitable result of reproduction, that is, we usually call reproduction and distribution publishing. According to the copyright law, the right of reproduction refers to the right to make one or more copies of a work by printing, copying, rubbing, recording, video recording, copying and remaking. The right of distribution refers to the right to provide the original or duplicate of a work to the public by way of sale or gift. In China's copyright law, there is no separate provision for the copyright owner's publishing right, but it is divided into reproduction right and distribution right to protect it. The publishing industry regulated by China's relevant administrative regulations is also the reproduction and distribution industry of works, with the focus on distribution. This is consistent with the definition of publishing house in Article 6 of universal copyright convention and Berne Convention for the Protection of Literary and Artistic Works. Generally speaking, publishing in the modern sense includes the following contents: ① printing books, copying audio and video tapes, copying books, newspapers and articles into microfilm by microfilm technology, and making computer-readable tapes, floppy disks and CDs by electronic technology; (2) generally refers to editing, printing and distribution in the publishing industry; (3) The publishing house is responsible for managing the printing and production of manuscripts.
