2. Self-built digital resource services

If the library uses works that have not entered the public domain or is not authorized to establish a database and provide publishing services, there will be a risk of infringing on the right to disseminate works information on the Internet. For works that are clearly still in the period of rights protection, the original copyright owner still enjoys full personal rights and property rights. No matter whether the library carries out publishing services for public welfare, it needs to obtain the relevant authorization from the copyright owner and cannot copy and spread at will. The Regulations on the Protection of Information Network Communication Rights stipulates that libraries and other information service institutions have certain service rights to their collections, but on the one hand, they limit the scope of services, on the other hand, they strictly limit the scope of services, that is, they only provide services to objects in the library and provide works through the library network. The public can use works at any place and at any time through networked computers, which will directly affect the relevant interests of copyright owners. It is still necessary to protect the right of signature, modification and integrity of works after digital integration and processing in the public domain and then providing full-text publishing services.

3. Navigation of network resources

With the continuous digitalization and networking of libraries, in recent years, a number of online library services and a large number of online library readers have appeared. Remote service of digital library means that the library uploads digital works or digital works to the Internet, and provides download services for readers by using special remote library software such as VPN, proxy technology and URL address rewriting. If spread without restriction, digital libraries will face the risk of infringement when developing remote services.
