Regulations of Shenzhen Special Economic Zone on Promoting Reading for All
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the basic principles of relevant laws and administrative regulations and the reality of Shenzhen Special Economic Zone in order to promote reading by the whole people, guarantee citizens' reading rights and improve citizens' civilized quality. Article 2 These Regulations shall apply to the promotion activities of reading for all in Shenzhen Special Economic Zone. Article 3 Promoting reading for all follows the principle of combining government guidance with social participation. The government cooperates with all sectors of society to provide reading services for all and actively promote reading activities for all. Article 4 Enterprises, institutions, other organizations and individuals are encouraged to carry out nationwide reading promotion activities.

Encourage the establishment of public welfare reading organizations according to law. Chapter II Duties Article 5 The municipal and district people's governments (including the administrative organs of the new district, hereinafter referred to as the municipal and district governments) shall incorporate the promotion of reading for all into the development plan of cultural undertakings at the corresponding level, establish a coordination mechanism for promoting reading for all, and provide policy guidance and overall protection for the construction of reading facilities for all, the creation, publication and distribution of excellent publications, and various reading activities for all. Article 6 Shenzhen National Reading Steering Committee shall be established.

City National Reading Steering Committee is composed of municipal propaganda, culture, education, finance, civil affairs, human resources and social security, health and family planning departments and organizations such as the Municipal Federation of Trade Unions, the Communist Youth League, the Women's Federation, the Federation of Literary and Art Circles and the Disabled Persons' Federation, and performs the following duties:

(a) to guide the formulation of the city's national reading development plan;

(two) planning and coordinating major national reading activities;

(three) the release of national reading evaluation index system and national reading index;

(4) Organizing the formulation of national reading proficiency test standards;

(five) to organize the formulation of the selection methods for national basic reading materials and classified recommended reading materials, and to publish national basic reading materials and classified recommended reading materials, including digital publications;

(six) to carry out other national reading promotion work.

The office of the Municipal National Reading Steering Committee is located in the Municipal Department of Culture and is responsible for the daily work of the Municipal National Reading Steering Committee. Article 7 The municipal administrative department of culture shall be responsible for promoting the reading work of the whole city and perform the following duties:

(a) to organize the formulation of the city's national reading development plan, and organize the implementation after the approval of the municipal government;

(2) promoting the establishment and development of reading organizations;

(3) Organizing and guiding reading activities for the whole people;

(four) to summarize and evaluate the promotion of reading for all in the city, and publish a white paper on promoting reading for all every year;

(five) in accordance with the relevant provisions to carry out other national reading promotion work.

Under the guidance of the municipal cultural department, the district cultural department is responsible for the nationwide reading promotion.

The relevant administrative departments of the municipal and district governments shall, in accordance with their respective duties, do a good job in promoting reading for all. Article 8 This Municipality's national reading development plan shall include the following contents:

(1) Planning of reading facilities such as public libraries and large entity bookstores and allocation of related reading resources;

(2) Training reading institutions and reading service professionals;

(three) the national reading project supported by the key;

(4) Reading promotion plan for minors;

(5) Digital reading service;

(6) Overall reading guarantee;

(seven) other relevant contents to promote the reading of the whole people. Ninth to formulate the development plan of national reading and the plan of national reading promotion activities in this Municipality shall solicit opinions extensively; The implementation shall be made public and subject to social supervision. Article 10 Municipal Federation of Trade Unions, Communist Youth League, Women's Federation, Federation of Literary and Art Circles, Disabled Persons' Federation and other organizations shall guide relevant organizations at all levels to carry out nationwide reading promotion according to the requirements of the city's national reading development program and the opinions of the city's national reading steering committee.

The implementation of the national reading development program in this Municipality is included in the work assessment content organized in the preceding paragraph. Eleventh public libraries should organize activities to promote reading for all, and perform the following duties:

(1) Advocating and popularizing various forms of reading;

(two) to carry out reading ability counseling, organize or participate in reading promotion training;

(3) setting up reading rooms or reading areas for minors and providing resources and services suitable for minors to read;

(four) to guide organs, enterprises, institutions and other organizations to carry out national reading activities within the scope of basic public services;

(5) recommend excellent reading materials. Chapter III Reading Promotion Article 12 Reading organizations and individuals with professional knowledge and practical experience in reading promotion are encouraged to serve as reading promoters, providing public welfare reading promotion services for enterprises, schools, communities, nursing homes, welfare homes, military camps and other units. Thirteenth municipal and district cultural departments can organize the training of reading promoters, and provide necessary support and guarantee for reading promoters to carry out public welfare reading promotion activities. Fourteenth municipal and district education departments should guide primary and secondary schools, secondary vocational schools and kindergartens to carry out reading activities, set up or adjust relevant courses, teach reading skills, cultivate reading interest and improve reading ability. Fifteenth municipal and district education departments should guide primary and secondary schools to carry out reading level tests, and publish the reading level report of primary and secondary school students to the public every year.
