Socialist core values refer to people's fundamental views and attitudes on the nature, composition, standards and evaluation of socialist values, and are the standards for people to examine and evaluate the significance of various material and spiritual phenomena and behaviors to individuals, proletariat and socialist society from the perspective of whether the subject needs and objects can meet the subject needs and how to meet the subject needs. The Central Committee's Decision on Several Major Issues in Building a Harmonious Socialist Society adopted at the Sixth Plenary Session of the 16th CPC Central Committee clearly put forward the basic contents of the socialist core value system, which mainly includes the following aspects: the guiding ideology of Marxism, Socialism with Chinese characteristics's ideal, the national spirit with patriotism as the core, the spirit of the times with reform and innovation as the core and the socialist concept of honor and disgrace. In-depth study and implementation of socialist core values is of great significance for further improving the ideological and political level of prison police officers, establishing lofty ideals, beliefs and spiritual pursuits, promoting the all-round development of prisons and serving a harmonious society. Let me talk about how to carry forward the socialist core values from the perspective of prisons.
First, to carry forward the socialist core values, we must achieve "three persistences". (1) To carry forward the socialist core values, we must adhere to the construction of prison culture.
As a kind of spiritual civilization, the socialist core values can't manifest themselves, so we must use a carrier to highlight its existence and value. From the point of view of prison, prison culture is its best carrier, and culture is like water, which moistens things silently. Unfortunately, in recent years, the construction of prison software and hardware has been significantly improved, but the development of prison culture is relatively backward. It is difficult to find its place in the whole social and cultural system, and it is almost impossible to feel its existence within the prison system. In order to reverse this phenomenon, we must do the following. 1, pay attention to prison theory research. Prisons should increase capital investment and equip full-time staff to study prison theory in depth. The research field should be broad, including the horizontal classification of prison departments such as supervision and reform, labor production, psychological correction and political work construction, as well as the vertical new execution concepts such as prison power doctrine, humanization, refinement and community correction. We should not only carry forward the local prison theory, but also learn from transplanting foreign prison culture. In addition, it is necessary to inject fresh theoretical blood such as Scientific Outlook on Development and socialist concept of honor and disgrace, so that the theoretical study of prison can keep pace with the times. 2. Sing the melody of prison literature. Prison literature has always been a member of the field of social literature, and it has always been ignored by people. As the cradle of prison literature, prison should dare to play the melody of prison literature, cultivate this fertile soil and let people know about prison literature and prison workers, so as to win social recognition and enhance the sense of honor of prison workers. Prisons can try to invite prison writers such as Hai Yan and Shan Feng to give lectures and interact with prison literature lovers. Buy excellent prison literature works such as What a Big Moon, What a Big Sky, Prison Break, Deep Prison, Notes on Women's Prison Investigation and China Prison I Know, organize police to read, encourage police and criminals to practice writing, and try to write novels, essays, documentaries, poems, etc. Negotiate with publishing houses and magazines and give them some sponsorship. The prison takes the lead in setting up the prison literature association, and organizes outings and works exchanges every year. For example, organizing patriotic song competitions for police and criminals, lectures on Scientific Outlook on Development and a harmonious society, and "reading and motivating" activities to create a strong cultural atmosphere.
2) To carry forward the socialist core values, we must adhere to the people-oriented principle. The whole process of carrying forward the socialist core values is inseparable from people's participation. People's attitude, determination and quality directly determine the success or failure of this work. Only by adjusting people's participation state to the best can we achieve twice the result with half the effort. As far as prison promotion is concerned, the first thing is to pay attention to people's livelihood and put people first. People-oriented means respecting people's dignity and value, thus promoting people's development and realizing the sustainable development of work. There are two "people-oriented" in prisons, one is the police and the other is the criminals.
For the police, people-oriented means that prison leaders at all levels are required to eliminate the prejudice of heavy, hard, tired and overtime work in prison, conscientiously implement the provisions of preferential treatment for the police, give priority to the warmth and coldness of the police, care more about the police, make more profits from the police and do more things suitable for the police. Really take effective measures to sink the police force, so that the grassroots police can get rid of the dilemma of "turning around in the dark and serving all the time" and have time and energy to take care of their families and lead a normal life. Abandon the phenomenon of repeated prevention of civil air defense, technical defense and physical defense, set up posts reasonably, optimize the allocation of police force, and save love for posts.
Cherish the use of police force. In addition, we should also pay attention to the health of the police, organize regular physical examination and psychological consultation for the police, and vigorously build a health early warning mechanism and guarantee mechanism for the police.
For criminals, it is necessary to speed up the upgrading of prison industrial structure, eliminate those industries with high pollution, high energy consumption and high risk, establish safe and environmentally-friendly industries, implement labor protection policies, ensure the physical and mental health of criminals, restore the true nature of labor reform, and abandon the practice of seeking economic benefits through criminal labor, so as to truly play the role of reform. Secondly, to bring criminals into the subject of prison reform, the difference between subject and object lies in whether there is subjective initiative, whether it is to passively let "I" reform, or whether "I" hopes the participants to reform. The management of criminals should not only enforce the law in a civilized way, but also give them the right to appeal; Educate criminals not to always "I say you listen", but also let them participate in the discussion, tell the truth, and accept the police's education wholeheartedly in the confrontation. Thirdly, the reform work should be extended to the society, so that criminals can master skills, improve their cultural level, go to the society smoothly and complete the transformation from "prison people" to "social people" through organizing skills training, self-study exams, contacting employment and other channels.
(3) To carry forward the socialist core values, we must persist in the essential transformation of prisons.
There are two meanings here. First, when prisons invest a lot of manpower and material resources to publicize the socialist core values through different carriers and channels, they must keep in mind their own position: prisons are the national penalty enforcement organs, and their purpose is to "combine punishment with reform, aiming at reforming people", so they must take publicity as the center and serve the reform work. At present and in the future, promoting the work must not shake the position of the reform work.
Secondly, the socialist core values themselves should also promote the essential transformation of criminals. It should be acknowledged that in society, except for special historical periods, values have always been diversified, which is caused by different subjects and different interests. In the "small society" of prison, in addition to the socialist core values, there are universal values that emphasize freedom, fairness, justice, the rule of law and fraternity, and even gray values are not excluded. We all know that theory comes from practice, but it is higher than practice. Sometimes, using advanced theories to guide practical work can't achieve the expected results, and even "go too far", which just confirms the saying that "practice is the only criterion for testing truth". Although practice is unchangeable, theory is optional. The difference between people is actually the difference of thought, and the difference of thought determines the difference of choice. It is understandable that police and criminals choose different values for different needs, but we must insist that no matter what values they choose, they must conform to the universal moral standards of society, which is conducive to effectively reforming criminals' minds and realizing the purpose of prison reform. For those values that run counter to it, we must attack and defend them in thought, policy and action at the same time, without giving them any room for survival. In short, in the face of diversification, adhere to the subjectivity.
Two, to carry forward the socialist core values to achieve "four avoidances". 1, avoid formalism
Formalism kills people. Prison has its particularity and is the focus of social perception. Formalism here is immortal, but it is also a disaster for the country and the people. To carry forward the socialist core values, we must abandon the national movement, take a stand, speak for everyone, integrate into the prison carrier, follow up the daily work of the prison, and proceed gently and drizzlily.
2. Avoid performance projects.
It is easy to attack the city, but difficult to attack the heart. Carrying forward the socialist core values is a serious political work and a meticulous ideological work. We must be down-to-earth, meticulous, and it takes ten years to grow trees and a hundred years to cultivate people in order to persist. Never be eager for quick success and instant benefit, set a time limit, set a goal, and force it forward. Socialist core values belong to the category of consciousness, which itself is invisible and intangible. Moreover, it will keep pace with the times and constantly supplement fresh theoretical content in the future. Prison work is also advancing in innovation and reform. There is no fixed model to carry forward the socialist core values, and what is suitable is the best.
4, avoid a single project
Carrying forward the socialist core values is a systematic project, which contributes to the present and benefits the future. As far as prisons are concerned, the political work department, the reform department, the financial department and the production department must cooperate with each other, make suggestions and make joint efforts.
Only in this way can we create this huge project that highlights the core values of socialism and serves the purpose of prison reform.
