The Origin of Literature Resources Construction
On the whole, the construction of literature resources in China began in 1950s. 1957, the State Council announced the national library coordination plan, set up two national central library committees in Beijing and Shanghai and nine regional central library committees to coordinate the procurement of foreign language books and periodicals, compiled a joint catalogue of Chinese, Russian, Spanish and Japanese periodicals and 18 national special topics, and published the national joint bulletin on new books in western languages on a regular basis. 1962, the state science and technology commission and the Ministry of culture formulated the 1963 ~ 1972 science and technology development plan (draft), and further put forward suggestions on the overall planning and construction of national literature resources, including identifying, strengthening and enriching central libraries and professional libraries, establishing library cooperation zones, and strengthening joint cataloging and centralized cataloging. In 1980s, the library and information science circles in China conducted a lot of research and practice on the construction of literature resources. The Library Society and the Information Society have held several special academic conferences to analyze the current situation, advantages and disadvantages of Chinese literature resources. Introduce the theories, methods and practical experience of literature resources construction in various countries according to the national conditions; This paper puts forward a national literature resource guarantee system with overall optimization, complete content system, quick and convenient use, reasonable structure and feasible operation, and designs various suggestions for this. Some regions and systems, such as Gansu and Guangdong, have resumed the activities of the Central Library Committee. In Chengdu, Jilin and Lanzhou, China Academy of Sciences, China Academy of Medical Sciences, Chinese Academy of Geological Sciences, national defense science and technology system and some universities have carried out regional or systematic resource coordination and sharing activities. 1988 set up an inter-ministerial coordination committee for library and information work, with the participation of 1 1 ministries and bureaus related to library and information work. The Committee consists of a literature resources professional group and a computer coordination group. Under the leadership of the literature resources professional group, a national literature resources survey was carried out, focusing on evaluating the literature collection of national research literature information institutions, and trying to put forward suggestions for coordinated planning. But generally speaking, by the end of 1980s, the construction of literature resources in China was still in its infancy.
