1. According to Article 13 of the Regulations on Supervision and Administration of Fire Protection in Construction Projects, the construction unit shall apply to the fire control institution of the public security organ for fire control design review in crowded places under any of the following circumstances, and apply to the fire control institution of the public security organ for fire control acceptance after the construction project is completed:

(a) stadiums, auditoriums, public exhibition halls and museum exhibition halls with a total construction area of more than 20,000 square meters;

(2) Civil airport terminals, passenger station waiting rooms and passenger station waiting rooms with a total construction area exceeding10.5 million square meters;

(3) Hotels, restaurants, shopping malls and markets with a total construction area of 1 1,000 square meters or more;

(4) theaters, public library reading rooms, business indoor fitness and leisure places, hospital outpatient buildings, teaching buildings, university libraries and canteens, production and processing workshops of labor-intensive enterprises, temples and churches with a total construction area of more than 2,500 square meters;

(5) Children's rooms in nurseries and kindergartens with a total construction area of 1000 square meters or more, indoor places for children's activities such as children's play halls, ward buildings in nursing homes, welfare homes, hospitals and sanatoriums, teaching buildings, libraries and canteens in primary and secondary schools, dormitories in schools and dormitories for workers in labor-intensive enterprises;

(6) Song and dance halls, video halls, projection halls, karaoke halls, nightclubs, amusement halls, saunas, Internet cafes, bars, restaurants, teahouses and cafes with entertainment functions with a total construction area of over 500 square meters.

2. For construction projects other than those specified in Articles 13 and 14 of these Provisions, the construction unit shall, within 7 days from the date of obtaining the construction permit and passing the project completion acceptance, conduct fire protection design and completion acceptance filing through the website of the fire control institution of the provincial public security organ, or conduct fire protection design and completion acceptance filing at the business acceptance place of the fire control institution of the public security organ.

The construction unit shall provide the filing declaration form, copies of relevant materials and construction permit documents specified in Article 15 of these Provisions or relevant materials specified in Article 21 of these Provisions to the fire control institutions of public security organs respectively when handling the filing of fire protection design of building projects or the filing of fire control completion acceptance.

In accordance with the relevant provisions of the administrative department of housing and urban and rural construction, the construction drawing review shall also provide a copy of the qualified documents issued by the construction drawing review agency. According to the law, a construction project that does not need to obtain a construction permit may not carry out fire protection design and completion acceptance fire protection filing.
