First of all, in terms of ideological content, this paper discusses an omission in administrative management, that is, informal organization in administrative system. Through the investigation of nearly 100 books in the library, I found that only the Principles of Administration and Public Administration published by Fudan University Press involves informal organizations in the administrative system.
