According to reports, on April 4, Beijing officially issued the "Guiding Opinions on Protecting and Utilizing Old Factory Buildings to Expand Cultural Space", which will allow old factories to temporarily change the use function of buildings. At present, 70% of the old factory resources remain to be developed.

According to the report, the Opinions put forward a five-year transition policy, "allowing temporary changes in the use function of buildings" to solve the problem of "difficult approval" for the renovation and construction of old factories. It was revealed at the meeting that Beijing will soon start the census, registration and evaluation of old factories, determine the protection direction according to local conditions, and avoid homogenization competition.

In view of the pain points and difficulties in the protection and utilization of old factories, the Opinions formulated six specific policy clauses, proposed to protect and utilize according to classification standards, and put forward different requirements for old factories and industrial facilities in different regions and with different heritage values. At the same time, encourage the construction of non-profit public cultural facilities, and propose to use the old factory buildings to rebuild and set up non-profit public cultural facilities such as cultural centers, libraries, museums and art galleries.

In the future, Beijing will combine the characteristics of the old factory buildings with the actual market demand, and under the premise of not changing the original land nature and original property rights relations and ensuring the fire protection and structural safety, the operators can appropriately adjust and decorate the internal space of the factory buildings according to their needs, so as to improve the use efficiency of the factory buildings.
