Two, the basic conditions of B government procurement agency:

(a) the government project bidding construction unit has legal personality, and the registered capital is more than 500 thousand yuan;

(two) the government project bidding construction enterprise has no affiliation or other interest relationship with the administrative organ;

(three) the government project bidding construction unit has a sound organizational structure and internal management system;

(4) Having a fixed business place and office conditions such as equipment and facilities required for conducting government procurement agency business;

(five) the government project bidding construction enterprise has a good business reputation and a good record of paying taxes and social security funds according to law;

(six) in the three years before applying for the qualification of government procurement agency, there is no major illegal record in business activities;

(7) Having professionals who have participated in the prescribed government procurement training and are familiar with the laws, regulations and rules of government procurement and the legal, economic and technical aspects of procurement agency business, among whom, technical professionals with technical secondary school education or above shall not be less than 50% of the total number of employees, and those with senior titles shall not be less than 65,438+00% of the total number of employees.

An applicant who applies for the qualification of Grade A government procurement agency shall submit an application for qualification confirmation to the Ministry of Finance; To apply for the qualification of Grade B government procurement agency, an application for qualification determination shall be submitted to the financial department of the local provincial people's government.

When submitting an application, the applicant shall provide the following materials:

(a) a copy of the business license and tax registration certificate of the project bidding construction enterprise as a legal person and a copy thereof;

(two) the articles of association, internal organization and staffing description, and a copy of the academic qualifications and professional title certificates of technical professionals who meet the prescribed conditions;

(3) A capital verification report issued by an accounting firm or a financial audit report of the previous year;

(4) Relevant certification materials that it has the fixed business premises, equipment and facilities and other office conditions required to carry out the government procurement agency business;

(5) Proof of paying taxes and social security funds according to law;

(six) a statement of whether there are any major illegal records in the three years before applying for the qualification of government procurement agency;

(seven) other materials as prescribed by laws and administrative regulations.

Three, the scope of government procurement agencies:

(1) Grade A qualification standard

A government procurement agency with Grade A qualification can represent all government procurement projects.

(2) Grade B qualification standard

A government procurement agency with Grade B qualification can only represent a single government procurement project with a budget below10 million yuan.
